High-level official of MOE Japan participated in the Fifth Global Conference on Strengthening Synergies between the Paris Agreement on Climate Change and the 2030 Agenda for Sustainable Development

1.On September 5 and 6, 2024, the Fifth Global Conference on Strengthening Synergies between the Paris Agreement on Climate Change and the 2030 Agenda for Sustainable Development was co-convened by the United Nations Department of Economic and Social Affairs (UNDESA) and the Secretariat of the United Nations Framework Convention on Climate Change (UNFCCC) in Rio de Janeiro, Federative Republic of Brazil. Representing the Government of Japan, OGAWA Masako, Deputy Director-General of the Global Environment Bureau at the Ministry of the Environment of Japan, participated in the Conference.

2.Deputy Director-General OGAWA gave a statement at the High-level Segment on the resolution for promoting synergies which was proposed by Japan and adopted at the sixth session of the United Nations Environment Assembly (UNEA-6), and on the approach of Japan to implement this initiative. She also introduced specific cases of how Japan promotes synergies.

3.Discussions were held under the theme of “Building a Just World and a Sustainable Planet” and key messages were announced by the co-conveners at the closing session.

(4) Outcomes
The Conference has been held since 2019 with the aim of maximizing synergistic efforts toward the goals of the 2030 Agenda and the Paris Agreement. At this fifth meeting, participants discussed the theme of “Building a Just World and a Sustainable Planet,” including Rising to the Climate Challenge through the SDGs: Delivering Co-benefits and Leaving No One Behind, and Shifting to lifestyles with more sustainable patterns of production and consumption.

At the high-level segment, Deputy Director-General OGAWA gave a statement on the “Resolution on promoting synergies, cooperation or collaboration for national implementation of multilateral environmental agreements and other relevant environmental instruments,” which was proposed by Japan and adopted at the sixth session of the United Nations Environment Assembly (UNEA-6), and on the approach of Japan to implement this initiative. She also introduced specific cases of how Japan promotes synergies: a project for the Amazon forest to strengthen its capacity to manage and combat illegal deforestation in the Brazilian Amazon which is implemented by the Japan International Cooperation Agency (JICA), and a project to restore abandoned paddy fields to wetlands in the watersheds of Lake Imba in Chiba Prefecture, Japan.

At a roundtable discussion, Mr. MIYAZAKI Akihiro, Chief Representative of the JICA Brazil Office, spoke about solutions in developing countries by promoting co-benefit climate actions.  In a thematic session, Mr. FUJINO Junichi, Programme Director at the Institute for Global Environmental Strategies (IGES), Japan, presented about a case study in Kamakura City, Kanagawa Prefecture, Japan, where a co-creation center for fostering “circular-minded citizens” through collaboration among the government, private sector and citizens is contributing to local issues.

At  the closing session, the co-conveners announced an overview of key messages and recommendations, and explained that a summary of the Conference would be published on the official Conference website in the near future.
