Cooperation with the Socialist Republic of Viet Nam in the Field of Marine Litter Management
On August 25, 2023, NISHIMURA Akihiro, Minister of the Environment of Japan, and H.E. Mr. Dang Quoc Khanh, Minister of Natural Resources and Environment of the Socialist Republic of Viet Nam, signed the Letter of Intent on Cooperation in the Field of Marine Litter Management.
Background
In order to tackle the marine litter issue, a global challenge, the Ministry of the Environment (MOE), Japan, has been working together with ASEAN member countries for reducing marine plastic debris and together with China and the Republic of Korea under the ASEAN+3 Marine Plastics Debris Cooperative Action Initiative. Additionally, based on the Osaka Blue Ocean Vision, which Japan shared with the participating countries of the G20 Osaka Summit in 2019, MOE Japan has been working for promoting international cooperation under the G20 Implementation Framework for Actions on Marine Plastic Litter with the aim of achieving the commitment presented at the G7 Hiroshima Summit in 2023 to ending plastic pollution, with the ambition to reduce additional plastic pollution to zero by 2040.
As part of cooperation with Viet Nam in this field, MOE Japan started providing training for human resources development for researchers and government officials in FY2019, and MOE Japan and the Ministry of Natural Resources and Environment of the Socialist Republic of Viet Nam (MONRE) signed the Letter of Intent on Cooperation in the Field of Monitoring of Marine Litter in FY2020. Upon the end of the term for this Letter of Intent, MOE Japan and the MONRE agreed to sign the Letter of Intent on Cooperation in the Field of Marine Litter Management to further advance mutual cooperation.

Outline of the Cooperative Activities under the Letter of Intent
(1) Developing joint pilot projects/Researches regarding marine litter around Viet Nam;
(2) Conducting Training Courses/Workshops for Vietnamese participants to develop human resources on the marine litter management including monitoring and treatment;
(3) Exchanging knowledge and experiences between Japan and Viet Nam to develop a manual and/or guidelines on the marine litter management;
(4) Collaborating in the multilateral fora on a plastic waste issue including Intergovernmental Negotiating Committee (INC) of UNEA Resolution 5/14 entitled "End plastic pollution: towards an international legally binding instrument";
(5) Sharing monitoring data of marine litter including micro-plastics collected and/or published including detailed metadata; and
(6) Other related areas of cooperation to be mutually decided upon by both sides
