Outcome of the 17th Petersberg Climate Dialogue
The 17th Petersberg Climate Dialogue (PCD) was held from April 21 to 22, 2026 in Berlin, Federal Republic of Germany.

1. Overview of the 17th PCD

2. Summary of Discussions
The Federal Republic of Germany, the Republic of Türkiye, and the Commonwealth of Australia co-hosted the 17th Petersberg Climate Dialogue (PCD) in Berlin on April 21 and 22, with ministers and representatives from approximately 30 countries in attendance. At this dialogue, ministerial-level discussions were held on expectations for COP31, scheduled for November of this year, as well as mitigation measures to achieve the Paris Agreement’s 1.5 degree goal, climate finance and investment, and accelerating implementation through the multilateral climate regime.
During the high-level segment, H.E. Mr. Friedrich Merz, Chancellor of the Federal Republic of Germany, emphasized the importance of maintaining responsible climate policies without losing sight of the bigger picture amid geopolitical shifts, while also stressing the need to make full use of scientific knowledge and to balance this with maintaining economic competitiveness. H.E. Mr. Anthony Albanese, Prime Minister of the Commonwealth of Australia (via video message), expressed his determination to ensure the success of COP31 in collaboration with the Republic of Türkiye and Pacific Island nations, and urged the need to keep the Paris Agreement’s 1.5 degree goal within reach. H.E. Mr. Murat Kurum, Minister of Environment, Urbanization, and Climate Change of the Republic of Türkiye, COP31 President-Designate, stated his intention to work with Australia to pursue concrete results on implementation leading up to COP31.
On behalf of Japan, State Minister AOYAMA welcomed that COP30 reaffirmed the commitment to advancing climate action based on multilateralism. Looking ahead to COP31, he highlighted the importance of continuing to drive the Paris Agreement’s ambition-enhancement cycle, comprising Nationally Determined Contributions (NDCs), Biennial Transparency Reports (BTRs), and the Global Stocktake (GST),and expressed expectations for progress in implementation involving all stakeholders. He also highlighted Japan’s track record of steady progress in emissions reductions and its international cooperation and contributions, while once again calling on all countries to submit their NDCs and BTRs at an early date.
