Outcome of the First SITA Workshop on BTR

The First SITA Workshop on BTR was held in Yokohama on January 20-21, 2026.

Background

Under the Enhanced Transparency Framework (ETF) of the Paris Agreement, Parties are required to submit Biennial Transparency Reports (BTR) every two years. BTR clarifies each Party's greenhouse gas (GHG) emissions and removals, outlines progress in implementing and achieving their Nationally Determined Contributions (NDCs) along with policies and measures to ensure their achievement, and provides projections of GHG emissions and removals. BTR is essential for building trust among Parties and serves as critical inputs for the Global Stocktake (GST), which assesses global progress towards the Paris Agreement's long-term goal.

In September 2025, the Ministry of the Environment announced the launch of “Support Initiatives for Transparency in Asia (SITA)” at the Third ASEAN-Japan Ministerial Dialogue for Environment and Climate Change. Under this initiative, the First SITA Workshop on BTR was held, inviting editors of national GHG inventories from five Southeast Asian countries: Indonesia, Malaysia, The Philippines, Thailand and Vietnam

Summary of the workshop

Date: January 20-21, 2026

Venue: The Yokohama Bay Hotel Tokyu, City of Yokohama, Japan

At this workshop, BTR and national GHG inventory editors of Japan and ASEAN countries shared their countries' processes and examples for improving inventory methodologies. Small group discussions were held to exchange views on each country's efforts. Following presentations on the relationship between inventory and mitigation measures, and on reporting Internationally Transferred Mitigation Outcomes (ITMOs) and equivalent adjustments in BTR, participants conducted country-specific group work. They explored approaches to improve methodologies and other aspects to reflect domestic mitigation actions and emission reductions through 
implementing JCM projects in their inventories. Furthermore, they exchanged views on support needs and capacity building for addressing challenges in inventory reporting and related areas.

Through SITA, the Ministry of the Environment will continue its efforts to support the preparation of BTRs including inventories for Asian countries.
