Outcome of Forum on Advancing Article 6 Implementation through Business Engagement and JCM Project Matchmaking in Thailand
1. To commemorate the first issuance of the Internationally Transferred Mitigation Outcomes (ITMOs) under the Joint Crediting Mechanism (JCM), the Ministry of the Environment (MOE) of Japan, in cooperation with Thailand Greenhouse Gas Management Organization (TGO), a public organization under the Ministry of Natural Resources and Environment, Thailand, hosted “Forum on Advancing Article 6 Implementation through Business Engagement and JCM Project Matchmaking in Thailand” on December 17, 2025 in Bangkok, Thailand.
2. This forum discussed the latest developments in the JCM, including bilateral frameworks, project cycles, credit issuance procedures, and methodologies, with the aim of raising awareness of the implementation of Article 6 of the Paris Agreement and accelerating the development of JCM projects in Thailand.
3. Moreover, we held a business pitch session featuring eight companies from Japan and Thailand that have JCM-related technologies and solutions. Projects were introduced covering industrial emission reduction technologies, such as renewable energy (solar power and storage batteries), decarbonization of commercial transportation using electric vehicles (EVs), construction technologies for zero-carbon buildings, and refrigerant recovery and biogenic CO2. In addition, projects covering agricultural emission reductions centered on alternate wetting and drying (AWD), high-reliability credit creation using digital MRV, and nature-based solutions were also introduced.
4. During the subsequent business matching and individual consultation meetings, presenting companies and government officials from both Japan and Thailand engaged in specific discussions to explore potential cooperation for developing JCM projects.
5. On the previous day, December 16, a reception commemorating the first transfer of ITMOs under the JCM was held at the Residence of the Ambassador of Japan to Thailand, hosted by the Embassy of Japan in Thailand. This occasion provided an opportunity to share the progress of cooperation to date and to further strengthen the Japan-Thailand cooperative relationship going forward.
6. The Ministry of the Environment will continue to expand and accelerate the use of the JCM, contributing to Thailand's decarbonization.

Thai EV is advancing the electrification of commercial EV trucks, having already introduced over 1,000 units. The company utilizes IoT and telematics to collect driving data, which is leveraged for MRV and carbon credit calculation. To support the high initial investment required for EV adoption, the company has established a system to return carbon credit revenues to drivers and owners. Furthermore, through collaboration with a European foundation, the company is considering international credit trading and is exploring the future installation of solar power at warehouses and distribution centers.
4. Taisei Co., Ltd. - Zero Carbon Buildings
Taisei introduced its initiative to achieve “Zero Carbon Buildings” by using CCN technology to capture carbon from factory exhaust gases and reuse it as concrete materials. Construction using zero-carbon concrete has already commenced in Japan and Thailand, realizing CO₂ reduction throughout the entire building lifecycle. Additionally, the company contributes to solving agricultural waste issues and reducing PM2.5 by utilizing rye husks and biochar. Furthermore, the company supports customers' decarbonization efforts through its Carbon Neutrality Diagnostic Service, proposing a sustainable future for construction.
5. Charoen Pokphand Produce Co., Ltd. (CPCRT) - Alternate Wetting and Dry (AWD)
CPCRT is promoting the creation of carbon credits in Thailand's rice sector through AWD (water management) and residue management. CPCRT plans to scale up to over 100,000 hectares by 2026 and is currently establishing farmer support systems and data collection systems. While the company pointed out farmers' limited understanding and the difficulty of changing behaviors as challenges, it intends to proceed with projects compliant with international standards.
6. Faegar Co. Ltd. - Alternate Wetting and Dry (AWD)
Faeger is the largest Agri-based Carbon Credit Developer in Japan and puts farmers at the center of its business model. Faeger advances emission reductions through the introduction of AWD and biochar, prioritizing return of profits to farmers. The company has developed a digital MRV app to enable precise emissions management. Operating in the Philippines, Vietnam, and Uganda, Faeger is also planning to enter Thailand. Leveraging partnerships with public institutions and its selection for JICA Biz, it aims for comprehensive farmer support and international business expansion.
7. Green Carbon Inc. - Alternate Wetting and Dry (AWD)
Green Carbon is a company specializing in nature-based solutions such as AWD, biochar, and livestock. The company holds the world's first VERRA registration in AWD projects and is currently implementing a pilot project in Thailand. Using direct measurement for MRV, the company obtains high-precision data and has confirmed an average 5% increase in farmers' yields. The company prioritizes compliance credits for the JCM and Singapore markets, aiming for sustainable business expansion through private sector investment.
8. Tokyo Gas Co., Ltd. - Alternate Wetting and Dry (AWD)
Tokyo Gas is developing carbon offset projects utilizing the JCM and offering them to customers. It prioritizes procuring high-quality credits and is strengthening collaboration with developers. It has participated in a rice cultivation AWD project in Thailand and analyzed challenges during the feasibility study phase. To reduce MRV costs, it is researching and developing methane detection technology and is also advancing cooperation with JAXA. The company has stated its policy to actively pursue joint development of new JCM projects going forward.
