Outcome of the 27th Session of the Intergovernmental Meeting on the Acid Deposition Monitoring Network in East Asia
The 27th session of the Intergovernmental Meeting on the Acid Deposition Monitoring Network in East Asia (EANET IG27) was held in Bangkok, Thailand on November 27 and 28, 2025.
■ Outline of IG27
(1) Date: November 27 and 28, 2025
(2) Venue: Bangkok, Thailand
(3) Participants:
The delegates from the 13 Participating Countries of EANET (Cambodia, China,
Indonesia, Japan, Lao PDR, Malaysia, Mongolia, Myanmar, Philippines, Korea, Russia,
Thailand, and Vietnam), EANET Secretariat, EANET Network Center, etc.
From Japan, one official from the Ministry of the Environment (MOE) and others
participated. Some Participating Countries joined online.

The delegates from the 13 Participating Countries of EANET (Cambodia, China,
Indonesia, Japan, Lao PDR, Malaysia, Mongolia, Myanmar, Philippines, Korea, Russia,
Thailand, and Vietnam), EANET Secretariat, EANET Network Center, etc.
From Japan, one official from the Ministry of the Environment (MOE) and others
participated. Some Participating Countries joined online.
■ Outline of the Outcome
(1) Adoption of Medium-Term Plan (MTP) 2026-2030
The next MTP (2026-2030), a foundation for EANET’s activities for the next five years,
was discussed, negotiated, and unanimously adopted by the Participating Countries.
This is the first MTP developed after EANET expanded its scope in 2021, and newly
stipulates activities including monitoring of PM2.5, surface ozone, NOx, NH3, and VOCs.
The MTP includes elements that Japan has advocated for, such as,
● Promoting utilization of nitrogen-related data,
● Utilizing new technologies such as satellite data and low-cost sensors,
● Increasing understanding of the impacts of meteorological conditions on air pollution,
and addressing common global issues,
● Enhancing efforts to mobilize external funding
(2) Adoption of 2026 EANET projects
The Work Program and Budget for 2026 that EANET will conduct were approved. These
include plans of core activities as well as project activities to be funded by EANET
Project Fund. The approved Fund projects consist of one ongoing project since 2024 and
eleven new projects starting in 2026, of which Japan plans to co-finance the following
ones.
● Promoting VOCs related Capacity Building in the EANET (continued from 2024)
● Fellowship for building leadership in Atmospheric Environment and Air Quality
Management in East
● Collaboration of Technical and Training (TNT) and capacity building program for
personnel of the Participating Countries on monitoring
● Methodological Study on PM2.5 Source Identification and Capacity Enhancement in
EANET with Emphasis on Southeast Asia
(3) Adoption of Hybrid Air Quality Monitoring Network (HAQMN) Guidelines
The hybrid Air Quality Monitoring Network (HAQMN) Guidelines and the technical
manual of low-cost sensors (LCS) that promote integration of high-performance,
inexpensive sensors with traditional, reference-grade monitoring equipment were
approved. These materials will help expand monitoring areas and improve data accuracy
in countries trying to establish HAQMN.
(4) Next IG in 2026
Japan will host the next IG in 2026 in Niigata, which will mark the 25th anniversary of
EANET.

■ Future work
The Participating Countries, the Secretariat, and the Network Center of EANET will work
together in line with the MTP (2026-2030) and the Work Program 2026. MOE Japan will
continue to contribute to the implementation and enhancement of the EANET activities
and play a leading role.
