Outcome of “Forum on Promoting Business Engagement in the Joint Crediting Mechanism (JCM) in Vietnam towards Readiness for Vietnam’s Carbon Market” and “Business and Investment Consultation Meeting on the JCM and Carbon Market in Vietnam”

1. The Ministry of the Environment (MOE) of Japan, together with the Ministry of Agriculture and Environment (MAE) of Vietnam, hosted a business forum titled:
 “Forum on Promoting Business Engagement in the Joint Crediting Mechanism (JCM) in Vietnam towards Readiness for Vietnam's Carbon Market” held in Hanoi on July 22, 2025.
 
2. At the forum, the Ministry of Agriculture and Environment (MAE) and the Ministry of Finance (MOF) of Vietnam explained the progress and direction of the legal frameworks and infrastructure development necessary to establish and operate a national carbon market effectively. MAE provided details on Decree No. 6 and Decree No. 119, which stipulate the introduction of an international carbon market under Article 6 of the Paris Agreement and the launch of a domestic emissions trading system. MOF presented a draft on the Domestic Carbon Trading Exchange (DCTE). MOE Japan shared updates on the JCM and information on potential future project development. In addition, numerous private companies from both Japan and Vietnam showcased case studies of their JCM projects and decarbonization-related initiatives, followed by discussions among public and private stakeholders on how private-sector-led cooperation through JCM and carbon markets should evolve.
Throughout the forum, both governments emphasized that private-sector participation, continuous efforts to establish legal frameworks and emissions trading systems, and strong partnerships are key to implementing the JCM and achieving the Sustainable Development Goals. They also conveyed the importance of finalizing Vietnam’s domestic regulations and JCM rules and guidelines - covering everything from registration approval to carbon credit allocation - as soon as possible, resuming procedures for methodology approval, project registration and credit issuance, and continuing activities to promote the use of JCM by many companies in both countries.
 
3. Furthermore, on July 24, 2025, in Ho Chi Minh City, MOE Japan hosted a briefing and consultation meeting on business and investment related to the JCM and carbon markets. The event introduced investment opportunities in decarbonization in Vietnam utilizing the JCM, and included individual consultation sessions for Japanese and Vietnamese private companies interested in the JCM and other carbon markets.
 
4. MOE Japan will continue to collaborate with the Government of Vietnam, its relevant ministries, and domestic stakeholders to expand and accelerate the use of the JCM in Vietnam. This will contribute to the country's decarbonization efforts by reducing greenhouse gas emissions and promoting sustainable development.

At the forum, information on the JCM project was shared, including the legal framework and infrastructure, such as trading markets, necessary for the establishment and effective operation of a carbon market in Vietnam, the latest trends in the JCM, and promising reduction areas. Furthermore, future cooperation between Vietnam and Japan in the JCM was discussed. Approximately 200 people participated in the forum in person and another 200 online, and many of the participants provided candid opinions during the Q&A session.

■ Overview of Business and Investment Consultation Meeting on the JCM and Carbon Market in Vietnam

On July 24, 2025, MOE Japan held an information and consultation session on business and investment related to the JCM and carbon markets in Ho Chi Minh City. The aim was to introduce the potential for decarbonization investment in Vietnam using the JCM, as well as to hold individual consultation sessions for Japanese and foreign companies interested in the JCM and other carbon markets. A total of 162 people participated in the event, with 79 attending in person and 83 joining online. There was a sincere exchange of opinions.
