Ministry of the Environment Official English Twitter Account Operation Policy

1. Purpose

This policy refers to the operation of the Ministry of the Environment Official English Twitter Account (https://twitter.com/MOEJ_Climate) (hereinafter referred to as the "Ministry of the Environment Twitter account").

2. Policy Statement

The Ministry of the Environment Twitter account aims to increase public understanding of the Ministry by communicating on the Ministry of the Environment up to date operations, activities, and events. In addition, the Ministry of the Environment Twitter account shall exclusively disseminate information and shall not, in principle, respond to inquiries. Comments and inquiries are to be sent to the Ministry of the Environment's official email address (https://www.env.go.jp/moemail/).

3. Social Media Authority and Operation

The Ministry of the Environment Twitter account is operated by the International Strategy Division, Global Environment Bureau, Ministry of the Environment (hereinafter referred to as the "International Strategy Division"). The Twitter account is operated as follows.

(1) Information to be shared

The following information is shared on the Ministry of the Environment Twitter account.

  • Contents published on the Ministry of the Environment website (press release materials, daily activities, photographs, etc.)
  • Contents on other official social media accounts of the Ministry of the Environment
  • Contents on other information with high social needs or the information necessary to be disseminated

(2) Emergency response

In case of an emergency situation such as the Great East Japan Earthquake in March 2011, when different action is required from the ordinary times, relevant information provided by government agencies, local governments and foreign government agencies will be shared and relayed in order to respond to the public needs.

4. Disclaimer

  • Although every effort is made to ensure the factual accuracy and truthfulness of information posted on the Ministry of the Environment Twitter account, the International Strategy Division does not assume any responsibility for any consequence whatsoever that may result from decisions or actions taken by users based on the information provided on the Ministry of the Environment Twitter account.
  • The International Strategy Division cannot be held accountable for "replies", "retweets", and "comments" posted by users in response to information shared by the Ministry of the Environment Twitter account.
  • The International Strategy Division cannot be held accountable for any inter-user trouble or dispute, and for any user-third party trouble caused by or resulting from information shared by the Ministry of the Environment Twitter account.
  • While users are responsible for their posts, replies, and comments on Twitter, by posting, replying or commenting on the Ministry of the Environment Twitter account, users confer the rights to the International Strategy Division to use the posting free of charge in a non-exclusive manner worldwide. In this case, the International Strategy Division cannot be held accountable for copyright infringement.

5. Concerning removal of users' inappropriate content

The International Strategy Division reserve the right to exercise its editorial control over the Twitter account and may hide or delete contents or block accounts falling under any of the following conditions without notice.

  • Contents that infringe a law, ordinance, or other regulations
  • Contents that slander or defame a particular individual, company, group or other entities
  • Contents that aim political or religious activities
  • Contents that breach the Ministry of the Environment or the third-party rights including, but not limited to, patents, copyrights, and portrait rights
  • Contents that are intended to generate profit including advertisement, soliciting, or business operation activities
  • Contents that discriminate against race, ideology, creed, etc. or contents that encourage such discrimination
  • Contents that violate public order and morals
  • Contents that include false information or significantly deviate from the truth
  • Contents that are breaches of privacy, including disclosing and leaking personal information without the authorization of its owner
  • Contents that impersonate other users or third parties
  • Contents that are harmful
  • Contents that include obscene expressions
  • Contents that modify part or all of the contents transmitted by the Ministry of the Environment Twitter account
  • Contents that are not related to the ones transmitted by the Ministry of the Environment Twitter account
  • Any other contents that the International Strategy Division deems inappropriate including links containing the above contents

6. Copyright policy

Contents of the Ministry of the Environment Twitter account cannot be reproduced without permission from the International Strategy Division except for acts permitted under the Copyright Act, such as private use or citation. Source of the content shall be systematically indicated in an appropriate manner when quoting or referring to the Ministry of the Environment Twitter account content.

7. Dissemination and revision of operation policy

The contents of this policy will be posted on the Ministry of the Environment website. This policy is subject to change as necessary without prior notice.
