The Cabinet's Approval of the Climate Change Adaptation Plan and the Results of the Call for Public Comments on the Plan

The Ministry of the Environment, Japan (MOEJ) today, October 22, announced that the Cabinet has approved the Climate Change Adaptation Plan, which was set based on the Climate Change Adaptation Act. MOEJ also announced the results of the call for public comments on the Climate Change Adaptation Plan (Draft Outline), as detailed below.

The Climate Change Adaptation Plan describes the basic direction of the measures to be taken for climate change adaptation (concerning the goal, target period, basic roles to be played by stakeholders, basic strategy and the management and evaluation of the progress with the Climate Change Adaptation Plan); the measures to be implemented for each of the sectors (Agriculture, Forest/Forestry, Fisheries; Water Environment, Water Resources; Natural Ecosystems; Natural Disasters, Coastal Areas; Human Health; Industrial/Economic Activities; Life of Citizenry, Urban Life) and the fundamental measures to be implemented across the sectors.

Major changes from the previous version of the Climate Change Adaptation Plan are as follows:

(1) Based on the latest scientific findings released in the Assessment Report on Climate Change Impacts in Japan, "the basic approach to be taken for adaptation measures" is added in consideration of the features of such measures from the viewpoints of "significance," "urgency" and "confidence."

(2) Under the PDCA cycle, KPIs are set for the sector-specific measures and fundamental measures.

(3) Progress is managed with indicators to foster climate change adaptation on the national, municipal and citizen levels.

Climate Change Adaptation Plan:

It is extremely important to promote adaptation measures to prevent or mitigate damage caused by the impacts of climate change that have already occurred or are projected to occur in the future as well as mitigation measures to reduce greenhouse gas emissions that cause climate change as the two inseparable elements of climate change countermeasures. In June 2018, the Climate Change Adaptation Act (Act No. 50 of 2018) was promulgated and in November of the same year the Climate Change Adaptation Plan, which had been set based on Article 7 of the Act, was approved by the Cabinet. Subsequently, in December 2020, the government disclosed the Assessment Report on Climate Change Impacts in Japan as the first comprehensive climate change impact assessment report made based on the Act. The Climate Change Adaptation Plan was revised based on Article 8 of the Act, following the publication of the report.
