Opinions of the Minister of the Environment on the Environmental Impact Statements for the Tokai Ring Expressway

On December 20, 2006, the Ministry of the Environment (MOE) submitted the Minister's opinions on the environmental impact statements for the Tokai Ring Expressway between Yoro Town, Gifu Prefecture and Hokusei Town, Inabe City, Mie Prefecture, to the Ministry of Land, Infrastructure and Transport, in accordance with the provisions of the Environmental Impact Assessment Law.

This project is planned to construct a national road 18 km in length with 4 lanes in Gifu Prefecture and Mie Prefecture. As the planned route has a 5 km-long tunnel through the mountain and runs partly on the embankment constructed on soft ground area, the MOE commented on the following:

1. Tunnel construction
For the purpose of securing a sound water cycle, determine the conditions of underground water and geology before starting its construction, and consider measures to prevent water from leaking into the tunnel construction area. In addition, conduct follow-up surveys on groundwater levels and conditions of surface water, and take appropriate measures if needed.

2. Embankment construction
For the purpose of securing a sound water cycle and conserving ground environment, determine the conditions of underground water and geology before starting its construction, and consider appropriate construction methods. In addition, conduct follow-up surveys on groundwater levels and conditions of ground subsidence, and take appropriate measures if needed.
