MOEJ selected 17 City-to-City Collaboration projects to support the decarbonization of overseas cities, including Kuala Lumpur and Hanoi

(Tokyo, May 18, 2021) The ministry of the Environment, Japan (MOEJ) called for applications of City-to-City Collaboration projects to support the decarbonization of overseas cities and selected 17 projects from 21 applications. By using Japanese cities' experiences and expertise related to decarbonization, MOEJ has been providing support to foreign cities in advancing their decarbonization since 2013. In total, 40 cities/regions (mainly 9 Asian countries*) and 16 Japanese cities have participated in this project so far.

2 projects out of the 17 selected projects are introduced as follows:

Tokyo and Kuala Lumpur (Malaysia)

Tokyo will offer its experience and expertise related to energy efficiency measures for buildings, and contribute to Kuala Lumpur's plan to achieve 70% CO2 emission reductions by 2030. This project started in 2019, and will continuously aim to achieve this goal in the 2021 fiscal year as well.

Fukuoka and Hanoi (Vietnam)

Fukuoka will introduce environmental technologies such as energy saving for buildings in industrial and commercial areas, wind energy in urban areas, and solar energy in agricultural areas. Moreover, they will offer hydrogen technologies and contribute to Hanoi's decarbonization. This project was implemented for the first time this year. The city of Hanoi is a friendship city of Fukuoka Prefecture.

The purpose of these projects is to offer Japanese cities' experiences and expertise related to decarbonization, to effectively and efficiently support overseas cities. In addition, the Japanese cities will support the overseas cities in their decision-making process to formulate their strategy and assess available technologies. The implementation of these projects by MOEJ will contribute to expanding the decarbonization domino effect.

Upon hearing experts' opinions, MOEJ selected the 17 projects according to the following criteria:

  • Feasibility of applied projects

  • Level of innovation

  • Benefit to the city-to-city alliance
