Public Comments for the Notice (The substances designated by the Minister of the Environment based on the decision of MEPC)

The discharge of the noxious liquid substances by ocean-bound vessels has been regulated by the Law relating to the Prevention of Marine Pollution and Maritime Disaster, which corresponds to the Protocol of 1978 relating to the international convention for the prevention of pollution from ships (the Marpol 73/78 protocol). The Marine Environment Protection Committee (MEPC) in International Maritime Organization (IMO) had admitted that new substances can be transported or discharged internationally under certain conditions effective December 17, 2010. To deal with this domestically, the MOE considers the revision of the Notice (The substances designated by the Minister of the Environment based on the decision of MEPC). Therefore, this announcement will also be made to gather nationwide public opinion from September 9 to October 11, 2011.
