Minister's Opinion on Environmental Impact Statement for the Urban Planning Road, Misumi-Masuda-Line

On May 14, 2010, the MOE submitted the Minister's opinions on the environmental impact statement for the Urban Planning Road, Misumi-Masuda-Line, to the Ministry of Land, Infrastructure and Transport, in accordance with the provisions of the Environmental Impact Assessment Law.

This project is planned to involve alteration of habitats for many plants and animals. To reduce the maximum environmental impact on construction phase, MOE suggested the following points:

1. For plants and animals
If rare species were discovered on construction phase, appropriate measures should be taken by obtaining professional advice, so as to minimize the impact on the environment and promote sustainability of these species.

2. For greenhouse gas
1) To reduce greenhouse gas emissions on construction phase, endeavor to use the designated procurement items of the Law concerning the Promotion of Procurement of Eco-Friendly Goods and Services by the State and Other Entities (Green Purchasing Law).

2) The enforcement of efficient construction is useful to reduce greenhouse gas emissions from construction machines. Endeavor to settle on the efficient construction plan by considering local features and keeping in mind reduction in greenhouse gas emissions.
