Statement by ASAO Keiichiro, Minister of the Environment, Japan, on the Signing of the Memorandum of Cooperation on the JCM between Japan and India (August 29, 2025)

  The Government of Japan and the Government of the Republic of India have signed the Memorandum of Cooperation on the Joint Crediting Mechanism (JCM), and at today's summit meeting and joint statement, confirmed their commitment to cooperate in the effective implementation of the JCM. As a result, the JCM will officially launch in India, making India the thirty-first partner country.
 
The JCM is a mechanism under which Japanese companies and government collaborate in terms of technology and finance to implement mitigation actions, and the resulting mitigation outcomes are issued as credits consistent with Article 6 of the Paris Agreement. These credits can be counted toward the Nationally Determined Contributions (NDCs) of both countries and the reduction targets of companies in emissions trading markets.
 
 The Indian government aims to effectively utilize bilateral cooperation consistent with Article 6 of the Paris Agreement, and the JCM with Japan will be the first concrete bilateral cooperation framework. In addition, the Indian government has identified priority areas for international cooperation, including compressed biogas (CBG), green hydrogen and ammonia, transition in high-emission industries, and carbon capture and storage (CCS), many of which are areas where Japan can contribute.
 
 We are confident that the establishment of the JCM between the two countries, which are global powers in the Asian region, will serve as a model case for simultaneously achieving economic growth and addressing climate change, a common challenge for humanity, by utilizing market mechanisms and attracting private capital.
 
 The Ministry of the Environment, together with the Ministry of Economy, Trade and Industry and other relevant ministries and agencies, as well as the JCM Implementation Agency (JCMA), will work closely with the Indian government to ensure the smooth operation of JCM and maximize its outcomes, so that collaboration between companies in both countries will advance concrete JCM projects.
 
 We sincerely hope that the signing of the Memorandum of Cooperation on the JCM will serve as a new foundation for friendship and cooperation between Japan and India, and contribute to a sustainable future.
