Statement by NISHIMURA Akihiro, Minister of the Environment, Japan, at the High-Level Segment of CBD COP15 (December 15, 2022)

Thank you Mr. President,

I would like to express my sincere gratitude to the COP President, Minister Huang, the Co-Chairs, all the parties and the secretariat for their dedicated efforts to this date.

Mr. President, as the COP10 Presidency, Japan has led the implementation of the Aichi Biodiversity Targets, including through the JBF, Japan Biodiversity Fund.

We must adopt a new framework including ambitious targets such as 30 by 30 and a robust review mechanism, with appropriate resource mobilization, toward the 2050 vision "Living in Harmony with Nature".

Mr. President, Japan is already looking into the implementation phase.

I will declare the launch of the second phase of the JBF during this segment, and together with many partners, present a concrete plan of action. Along with that, we will continue working further on the Satoyama Initiative that promotes the conservation and sustainable use of local natural resources. These efforts should accelerate the implementation of the new framework, which will also be useful for climate actions through nature-based solutions.

In addition, Japan has pledged $638 million to the GEF8. Now, furthermore, Japan will pledge 117 billion Yen for biodiversity over 2023 to 2025. 

Regarding DSI, should any mechanism be established, full consideration of Party’s domestic feasibility under its legal system is the key factor. Ensuring open science is also vital when we remind its world wide benefit during COVID-19 pandemic. I would like to urge all Parties to sincerely listen to all Parties’ and stakeholders’ voices on these issues.

Japan will work with all to bring success to COP15.
