Consultations of the Early Warning System through Public Private Partnership on International Contribution to the Promotion of Early Warning System Introduction

In order to promote the "Initiative for the Promotion of Introduction of Early Warning Systems through Public-Private Partnership in the Asia-Pacific Region (hereinafter referred to as the "EWS Public-Private Partnership Initiative")," the "Public-Private Partnership Consultation for International Contribution in the Promotion of Introduction of Early Warning Systems (hereinafter referred to as "EWS Public-Private Partnership Consultation") was established on Tuesday, June 27, 2023, to conduct necessary consultations, etc. among the parties concerned.

Background

Losses and damages associated with the adverse effects of climate change have become an urgent issue in the world. The Government of Japan has been providing a wide range of assistance, from advance preparedness, such as human resource development and early warning system development, to disaster risk management. At COP27 last year, Minister Nishimura announced "Assistance Package by the Government of Japan for Averting, Minimizing and Addressing Loss and Damage” (APLD)and expressed the government's commitment to provide comprehensive loss and damage assistance to particularly vulnerable developing countries in cooperation with the international community. In addition, at the G7 Sapporo Ministerial Conference on Climate, Energy and Environment held on April 15-16, 2023, "G7 Inventory on Climate Disaster Risk Reduction, Response and Recovery" was released as a list of support measures for climate disaster countermeasures by G7 countries.
The above Assistance Package by the Government of Japan for Averting, Minimizing and Addressing Loss and Damage” (APLD) includes a new and additional initiative by the Ministry of the Environment to launch the "Initiative to Promote the Introduction of Early Warning Systems through Public-Private Partnerships in the Asia-Pacific Region.

The EWS Public-Private Partnership Initiative will establish a system for public-private partnerships to promote the introduction of early warning systems for the business sector by Japanese private companies in the ASEAN region and other Asia-Pacific countries (including the development of observation equipment, analysis and forecasting of observation data, and provision of climate information services) and business development using early warning systems. The first step is to build a prototype early warning system for the business sector in the Asian region, with the aim of paving the way for its implementation.
