Detailed Description of Best Practices
France
This document presents a set of best pratices in policies and measures to prevent greenhouse gases emissions implemented in France. These examples could be completed by other best practices and additional information could be provided.

Some of the measures identified in the document, implemented in the field of energy efficiency policy, are presented with elements on their impact and economic efficiency gathered through a deep evaluation process conducted in 1996-1997 in France. This evaluation of the French energy efficiency policy between 1973 and 1995 was conducted by an interministerial committee of the Commissariat Général du Plan and the report is available in French (469 pages) ; a synthesis in english is joined to this document (the synthesis does not go through all details of measures evaluation).

Other measures, more recently implemented, are assessed ex-ante. The presentation of best practices try to comply with the structure proposed by IGES with some adaptations.
