Abstract
At COP28 in 2023, the host country, the United Arab Emirates (UAE), launched the “CHAMP” initiative, with over 70 countries, including Japan, committing to enhanced cooperation with local governments in areas such as strategy formulation, securing funding, implementation, and monitoring to address climate change and sustainable development issues, including Nationally Determined Contributions (NDCs). The importance of national-local government collaboration for sustainable development is increasingly recognized in global forums like the G7 and G20. In Japan, multi-level collaboration has advanced under the Sixth Basic Environmental Plan, aiming for a circular, symbiotic society by integrating initiatives for Net-zero, a circular economy, and nature-positive approaches. This session seeks to support national and local governments worldwide in progressing multi-level climate action toward NDC revisions by sharing domestic and international visions and initiatives for key challenges, such as decarbonizing the building sector.

In the high-level session, the first session, leaders representing local governments shared insights on specific climate change initiatives implemented by each municipality, the significance of multilevel collaboration, and efforts aimed at realizing a circular symbiotic society. The action session, the second session, highlighted the collaboration between Saitama City and the Johor Sustainability Centre on Sustainable Timber Construction, focusing on the development of sustainable wooden libraries in Johor. This initiative originally started as a SATREPS project in 2010.
