MOE Japan Selects Two Applications for JCM F-gas Recovery and Destruction Model Projects for FY2023

The Ministry of the Environment (MOE), Japan, has selected two projects for the Finance Programme for Joint Crediting Mechanism (JCM) F-gas Recovery and Destruction Model Projects among applications that responded to MOE Japan’s call for proposals. These projects aim to recover and destruct F-gas from used machinery, etc., in developing countries and conduct monitoring, hoping to contribute to Japan’s greenhouse gas (GHG) emissions reduction target with the JCM.

Project Outline

Properly recovering and destructing F-gases, highly potent greenhouse gasses (GHGs), without releasing them into the atmosphere, helps to reduce GHG emissions effectively and efficiently.
 
In addition to recovery and destruction of F-gases from used equipment, etc., the projects will also implement measurement, reporting and verification (MRV) of GHG emissions reduction, aiming to count the part of the reduction amount towards Japan’s emissions reduction target.

​Outline of the Two Selected Projects

The MOE Japan has conducted reviews by document screening and interviews, and selected the following two projects. These projects will undergo a further assessment before a final decision on financial support and then be implemented in line with the project cycle procedures of the JCM.

Please note that while the application period of the programme was initially set to be from June 2 to November 30, 2023 (first selection review until July 3, 2023), the public call for project proposals has been closed, as the amount of subsidies for selected projects has reached the scheduled amount for FY2023.

Positioning of the JCM in the Plan for Global Warming Countermeasures (Cabinet decision, October 2021)
Japan will establish and implement the JCM in order to quantitatively evaluate the contributions of Japan to GHG emission reductions and removals, which are achieved through the diffusion of, among others, leading decarbonizing technologies, products, systems, services and infrastructures as well as through the implementation of measures in developing countries and others, and in order to use such contributions to achieve Japan’s NDC. By doing so, through public-private collaborations, Japan aims to secure accumulated emission reductions and removals at the level of approximately 100 million t-CO2 by fiscal year 2030.
As of September 2023, Japan has established the JCM with 27 partner countries: Mongolia, Bangladesh, Ethiopia, Kenya, Maldives, Vietnam, Laos, Indonesia, Costa Rica, Palau, Cambodia, Mexico, Saudi Arabia, Chile, Myanmar, Thailand, Philippines, Senegal, Tunisia, Azerbaijan, Moldova, Georgia, Sri Lanka, Uzbekistan, Papua New Guinea, United Arab Emirates and Kyrgyz Republic.

MOE Japan Policy for Implementing Article 6 of the Paris Agreement after COP26 (November 2021)
At COP26, the Rulebook for Article 6 (market mechanisms) of the Paris Agreement was concluded, paving the way for utilizing market mechanisms to reduce global emissions. Leading Article 6 negotiations and being a frontrunner with the experience of the JCM, Japan will take the following three actions to contribute to global decarbonization.

1. Expand JCM partner countries and strengthen project development and implementation in collaboration with international organizations
2. Scale up the JCM by mobilizing further private finance
3. Contribute to the global operationalization of market mechanisms

Grand Design and Action Plan for a New Form of Capitalism and Follow-up (Cabinet decision, June 2022)
To achieve the JCM’s target, accelerating consultations to expand JCM partner countries up to approximately 30 countries worldwide by around 2025.
