“The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal” is the multilateral environmental agreement to control transboundary movements (TBM) of hazardous wastes and promote the environmentally sound management (ESM) of those wastes, particularly in developing countries and countries with economies in transition. It is important to fully comply with the Basel Convention, particularly provisions relevant to TBM of hazardous wastes, in order to protect human health and the environment against adverse effects due to the environmentally unsound management of hazardous wastes. To this end, the Japanese Government, as the Party to the Basel Convention, has developed the legal framework for the implementation of the Convention in the country and also supported the efficient implementation of the Convention in the partner countries in Asia.

This website aims at providing the information regarding our legal framework to foreign counterparts who wish to export hazardous wastes to Japan or import those wastes from Japan. In addition, you can find the information concerning activities promoted by Ministry of the Environment, Japan (MOEJ) for enhancing capabilities of implementing the Convention in Japan and in Asia.
