FY 2004 Survey on the Enforcement Status of the Air Pollution Control Law

The Ministry of the Environment released a report on the enforcement status of the Air Pollution Control Law (hereinafter referred to as "the Law") in FY 2004.

1.Purpose of the survey
The purpose of the survey was to obtain basic data for air pollution control administration through grasping the current enforcement status of the Law. Collected information included the notification status of soot and smoke emitting facilities, general/specified particulate emitting facilities, and the specified particulate emitting works, and the implementation status of regulation duties in FY 2004.
* Asbestos is designated as the specified particulate.

2.Subjects of the survey
Facilities surveyed are soot and smoke emitting facilities, general particulate emitting facilities, specified particulate emitting facilities, and specified particulate emitting works.

3.Survey process
The survey was conducted in FY 2004 to compile the information on the number of notifications submitted by business entities and the implementation status of regulation duties conducted by prefectures and ordinance designated cities (hereinafter referred to as "the municipalities").

4.The summary of the survey results
-The number of soot and smoke emitting facilities has remained at the same level in the last few years, and the number of notifications submitted was 216,954 as of March 31, 2005. Among them, major facilities included boilers (141,317 facilities, 65.1%), diesel engines (31,425 facilities, 14.5%) and gas-turbines (7,513 facilities, 3.5%).
-The number of specified particulate emitting facilities has been decreasing, while works that accompany specified particulate emissions (such as demolition of buildings containing spray-applied asbestos over certain levels) has been increasing.
-The numbers of on-site inspections and administrative measures taken remain at the same level as the previous year. The number of on-site inspections in FY 2004 was approximately 21,000 cases, out of which three facilities were subject to administrative measures including improvement orders to redress the situation and 547 cases were subject to administrative guidance, such as improvement recommendations.
