On November 27, 2004 the Ministry of the Environment of Japan will hold the International Symposium on the Kyoto Protocol with cooperation of the Kyoto Prefectural Government, Kyoto Municipal Government, Kyoto Chamber of Commerce and Industry, Japan Center for Climate Change Action, and Kyoto Center for Climate Actions.

4. Objective
In 1997, the Third Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP3) was held and the Kyoto Protocol was adopted. Japan concluded this Protocol in June 2002, and as the chair country for the COP3, Japan has at every opportunity made substantial efforts towards urging Russia and the United States, the two key states for the entry into force of the Protocol, to ratify it. The Russian decision on ratification in November 2004, having fulfilled the conditions for the entry into force of the Protocol, shall result in the Protocol coming into force in February 2005. The aim of this Symposium is to make a fresh determination towards early achievement of Japan's 6% reduction commitment stipulated in the Protocol and to contribute to further accelerate Climate Change Policies.
5. Language
The working language is Japanese. Japanese/English simultaneous interpretation will be available during the Symposium.
