1. Decision-making support for energy-efficiency investments ----- Detail
A wide range of potential low-cost energy-saving features remain in the areas of space heating and air conditioning, lighting, processes activity. The measure is aimed at private owners of buildings, local authorities such as municipalities, administrations, small- and medium-sized industrial companies, agriculture. Transport fleets of companies or local authorities are also targeted. Four levels of diagnostics are implemented, each one with a specific support: pre-diagnostics; diagnostics; feasibility study; and energy orientation advice.

2. Guaranty fund for long-term investments which prevent GHG emissions ----- Detail
A guaranty fund has been created by the French Agency on Environment and Energy Efficiency (ADEME) to guarantee loans taken out by small- and medium-sized companies through banks to finance investments on energy savings. The projects concerned are in the field of energy efficiency or renewable energy implementation.

3. Thermal regulations for new buildings ----- Detail
Thermal regulations are mandatory measures applying to all planners and constructors of buildings. The energy consumed by tenants of these buildings is optimized, limiting the CO2 emissions of residential and commercial sectors. It is designed through a global approach of optimization with an obligation of results (in terms of amount of energy consumption). The objective of the regulations is to optimize the overall cost of buildings (investment and operating cost).

4. Labeling of electrical appliances ----- Detail
The objective of this measure is to provide information to buyers in order to make them aware of the operation cost of an appliance and to orient their choices toward more energy-efficient ones. The measure also encourages more efficient product offerings from manufacturers and retailers. The measure had been designed at the European level through a "directive" developed through the "SAVE" programme, making possible a standardized methodology of energy efficiency assessment and standardized labels among European countries.

5. Financial support for demonstration of innovative technologies ----- Detail
The objectives of this measure are to make new technologies able to be recognized by stake-holders and to disseminate the technologies in the market. The public support can be done through direct subsidy for the investment or reimbursable support (upon implementation) to the owner of the new equipment. The technology is evaluated for recognition as a best available technology and a market study is necessary ex-ante to assess the potential for dissemination. All stake holders, mainly potential investors in new technologies, are targeted.

6. Methane recovery from landfills and energy valorization ----- Detail
Recovery of methane from landfills with adapted devices prevents emission into the atmosphere and provides a source of energy that can be a substitute for other fuels. The recovered gas can be used either to produce electricity through a gas motor or to produce heat through a heating network. The utilization of gas for electricity production is the main valorization process.

7. Wood-fueled heating systems financial support program ----- Detail
The equipment for burning biomass fuels is more expensive than that for burning fossil fuel alternatives and capital cost is one of the main barriers to more widespread deployment. Public support to wood-fueled heating equipment (mainly by financial incentives) is an efficient way to encourage the large-scale use of wood as a fuel and prove its reliability. The support program targets local authorities such as municipalities and wood-processing industries. In particular, due to the availability of wood resources, rural districts are mainly targeted. Two levels of support are implemented: support for wood-fueled heating equipment use; and support for use of wood remnants as fuel in the wood processing industries.
