Summary of Best Practices
Canada
1. The Office of Energy Efficiency (OEE) ----- Detail
The Office of Energy Efficiency, a federal office under the Department of Natural Resources Canada, is to renew, strengthen and expand Canada's commitment to energy efficiency, with particular focus on addressing the Kyoto Protocol. The OEE manages 18 programs aimed at moving the market toward improved energy efficiency. These programs assist preventive actions, target all energy consumers and emphasize partnerships and economic investment. The OEE makes information publicly available regarding status of implementation of plans and measures.

2. Canada's Climate Change Voluntary Challenge and Registry Inc. ----- Detail
VCR Inc. is a not-for-profit corporation dedicated to encouraging private and public sector organizations to voluntarily limit their net greenhouse gas emissions. Registrants submit a minimum level action plan reflecting senior management support, a commitment to regular reporting and a base year calculation. VCR Inc. maintains a database updated daily and awards Bronze, Silver and Gold Champion-level status to companies showing outstanding commitment.

3. Canada's Clean Development Mechanism and Joint Implementation Office ----- Detail
The federal government established the Clean Development Mechanism and Joint Implementation Office to serve three functions: (1) act as the day-to-day federal government point on the CDM and JI, (2) facilitate Canada's participation in the CDM and JI by assisting Canadian project proponents with host country approval and exploring arrangements with host countries, and (3) provide technical guidance to companies participating in the CDM and JI.

4. The National Process on Climate Change ----- Detail
The National Process engages federal, provincial, territorial and municipal governments, industry and a broad range of other stakeholders in the discussion of climate change options and measures. It established expert committees for each of the major economic sectors and for major cross-cutting issues and issued opinion reports. The transparent approach inclusive of all sectors is expected to greatly enhance the effectiveness of the discussion process.

5. Pilot Trading Projects- Greenhouse Gas Emission Reduction Trading Pilot (GERT) and Pilot Emission Reduction Trading Project (PERT) ----- Detail
These pilots evaluate project-based emission reduction trading for greenhouse gases in the Canadian context. Stakeholders develop and implement the eligibility criteria and review process and the experience of the pilot is shared actively. Agreements provide participants some assurance that commodities created and traded under the pilots will be accepted/considered by governments for compliance purposes in a future voluntary or regulatory regime.

6. The Program of Energy Research and Development (PERD) ----- Detail
PERD is a federal interdepartmental R&D program focused on the economic and environmental impacts of the non-nuclear energy sector. The Program supports the development of environmentally and economically sustainable energy production and end-use technologies in partnership with industry. The projects funded under PERD are presently organized into five tasks, which are energy efficiency, energy and climate change, transportation, renewable energy sources, and hydrocarbons.

7. Public Education and Outreach Component-- Canada's Climate Change Action Fund (PEO-CCAF) ----- Detail
The Climate Change Action Fund is a Government of Canada program with four components: Technology Early Action Measures (TEAM); Science, Impacts and Adaptation; Foundation Analysis; and Public Education and Outreach. The program mainly funds projects proposed by communities, business or organizations. The program categorizes these projects into six outreach streams: individuals/communities; youth; business; outreach/science; energy efficiency; and transportation.

8. Adoption of cropping practices with reduced tillage intensity ----- Detail
Reduced tillage has been consistently identified as a practice that is capable of either sequestering atmospheric CO2 or reducing soil carbon loss. Practices that use minimal disturbance of soils tend to preserve the soil C. This practice can also reduce the amount of CO2 produced from fossil fuel use by farm machinery during cultivation.

9. Technology Early Action Measures (TEAM) ----- Detail
Technology Early Action Measures (TEAM) is a multiple-stakeholder effort established to (1) accelerate the market implementation of technologies for climate change and (2) provide economic benefits through such implementation. Its main points of focus are deployment, development and overcoming of non-technological barriers.
