I. Title of the Best Practice

Energy Efficiency Best Practice Programme (EEBPP)

II. Overview of the Best Practice

The programme started in 1989; produces an extensive range of information. It is aimed at professionals and advisers in industry, commerce, business transport, public sector and buildings. Its functions are:

  • to advance and spread good practice in energy efficiency
  • to provide support for energy efficiency R&D
  • to provide a nationally recognised knowledge base on energy efficiency measures; and
  • to help inform and develop UK policy on climate change, sustainable development and competitiveness

The Best Practice approach identifies knowledge gaps which are preventing improved energy efficiency performance and devises ways of filling those gaps by generating authoritative independent information and delivering it in the right form to the right audience, in collaboration with users and intermediaries such as industry trade associations, Housing Associations and professional bodies.

The Programme target is to stimulate energy savings worth £800 million per annum at 1990 prices, equivalent to about 5 million tonnes of carbon, by the end of the year 2000. The Programme's current budget is some £15 million per annum. The impact of the Programme is assessed regularly, with the latest findings showing that it is on target, currently saving around £650 million per annum, equivalent to around 3.5 million tonnes of carbon, ie 2% of total UK annual emissions. The UK Government is currently considering ways of further developing the considerable potential of the programme as part of a package of measures to deliver the UK's Kyoto target and move towards its domestic goal of a 20% reduction in CO2 emissions.
