I. Title of the Best Practice

Obligation to Meet a Set Proportion of Electricity Requirements with that Produced from Renewable Sources

II. Overview of the Best Practice

A. Brief description of policy or measure:
An obligation of meet a set proportion of the requirements (fixed to 2% starting from 2002) with electricity produced from renewable sources from new plants is decided for all producers or importers with capacity above 100 MW.
Electricity produced from cogeneration, for internal consumption and for exports is exempted.
The obligation may be meet by the purchase of "green certiifcates" issued by generators under the control of competent authorities.

B. Objective(s):
The policy aims to expands the generation from renewables with a system of incentives compatible with the market liberalization.

C. Cost effectiveness:
The extra cost of renewables are a burden for the countries, however the measure minimise, through the market, the cost to end users.

D. Performance indicator(s):
National statistics, account of total electricity produced by renewables

E. Impacts (climate and other, incl. sustainanble development):
Reduction of CO2 emissions
Expansion of use of renewable energy sources in electricity generation

F. Estimated reduction:
The measure in the first years should reduce CO2 emissions of about 3.5 Mt
