Abstract

The industrial sector holds a tremendous potential for reducing GHG emissions as it is responsible for about 34 % of global GHG emissions. Notably, the three primary sectors steel, cement and chemicals & petrochemicals, collectively referred to as hard-to-abate industries (HAI), are pivotal in this context as they are responsible for nearly 60 per cent of total industrial energy consumption and contribute to around 70 % of the sector’s emissions.
The objectives of this session are to inform countries on technology and policy options for HAI industries as they update their NDCs for the 2025–2035 period and prepare for NDC implementation by:
• Sharing technology options and showcasing innovation: Provide a platform for industry leaders, technology providers, experts, innovators, investors, and policymakers to share technology options, including on green hydrogen and CCS, and demonstrate innovative policies, regulations, and other approaches for the decarbonization of HAI;
• Discussing policy options: Facilitate discussions on policy options for decarbonizing HAI;
• Fostering partnerships: Explore ways for decarbonizing HAI through multi-stakeholder, industry, bilateral, and multilateral partnerships, and collaboration.

After the opening remarks by METI, UNIDO highlighted that the next round of NDCs will be powerful blueprints for low-carbon manufacturing sector. Panelists shared experiences & lessons to integrate policy and technology options to prepare/implement NDCs, focusing on financial and technical support. They highlighted that solutions and partners to achieve net-zero emission exist, but these need to be made fit-for-purpose in light of national circumstances. The key role of peer-to-peer exchange of experiences was also highlighted. The TEC Chair expressed his appreciation to UNIDO/GoJ in closing.
