Abstract
In the G7 Climate, Energy and Environment Ministers Communiques of 2023 and 2024 as well as the conclusions of the G7 Industrial Decarbonization Agenda (IDA), the value of the concept of 'Avoided Emissions' was recognized and the build-out of an international standard for measuring avoided emissions was recommended. At COP 29, we aim (i) to demonstrate the progress on the development of standardized assessment frameworks and the link to transition finance mechanisms, (ii) to obtain further commitment from, and contribute to the application by, industry, policy, and financial institutions (iii) to strengthen the exchange and alignment between globally leading standard setters and practitioners to ensure practicability, robustness, and outline a path forward. This session will introduce Japan METI’s, Japan GX League’s and WBCSD’s efforts to build trusted mechanisms that mobilize financial resources to accelerate the deployment of low-carbon solutions. It will also focus on the progress and perspectives from standard setters such as ISO and the GHG Protocol.

In their keynote speeches, Mr. Dominic Waughray from WBCSD emphasized the need for intervention-based impact accounting to drive innovation, while Ms. Mardi McBrien from ISSB stressed the importance of harmonizing sustainability standards. WBCSD introduced an open consultation for refining their Guidance. Mizuho Securities and Ajinomoto presented examples of avoided emissions in sustainable finance and agriculture. A panel discussion then covered efforts to establish and harmonize standards, focusing on credibility, transparency, interoperability, stakeholder engagement, and the role of standards in supporting innovation.
