Abstract

Following the commitment made at last year’s G7 Hiroshima Summit to leverage synergies, "Synergies Resolution" was adopted at UNEA-6 in March this year, and was mentioned in the G7 Turin Climate, Energy, and Environment Ministers' Communiqué in April, as well as in the OECD Ministerial Statement in May.
This UNEA resolution stipulates that member states should expand synergies in fulfilling their environmental treaty obligations and enhance understanding of synergies by collecting and sharing best practices. At luncheon reception was co-hosted by MOEJ with UNDESA at the HLPF in July to share synergy examples. Japan supports the 'Joint Statement on Climate, Nature, and People,' which involves ten international initiatives such as the NDC Partnership and the NBSAP Accelerator and was adopted at COP28. Moving forward, it is important to integrate synergies into NDCs and NBSAPs.
This seminar will present the analysis results of successful synergy examples and discuss the approaches and progress of integrating synergies into NDCs and NBSAPs under the CNCP. The primary goal is to enhance the momentum for incorporating synergies, particularly in the Asia-Pacific region.

Session Summary
In his opening remarks, Minister ASAO (MOEJ) emphasized the importance of aligning national policies with global frameworks and implementing localized solutions, citing Nikko City “Decarbonized Leading Area” as an example. UNEP Executive Director stressed the need to address the triple planetary crises simultaneously, praised the UNEA-6 "Synergy Resolution," and advocated for local-level implementation and science-based policies. Panel discussion shared progress on environmental plans incorporating synergies by ADB and JICA, and introduced IGES’s tool for collecting best practice case studies.
