Abstract
The submission of BTRs is required under the Paris Agreement, improving its transparency is a common challenge, it is essential to compare and verify national inventory using alternative methods beyond the bottom-up approach. In this seminar, we will present the achievements of the GOSAT satellite-based emission estimation method (GOSAT SEEM) and discuss the expectations and challenges for its widespread use.
The CO2 emissions estimation with GOSAT conducted for Mongolia has proven to be an effective method of bringing transparency to inventories. Mongolia and other countries in Central Asia and the Caucasus are largely coherent in terms of climate zones and are geographically contiguous. On this basis, this estimation method is being applied to countries in the region.
In this seminar, this initiative will be further developed more widely and measures to promote the use of satellite data for the inventory verification process will be discussed in preparation for the IPCC AR8. It also aims to propose a new mechanism for the international use of the GOSAT SEEM as a verification method based on scientific observations, in order to improve the transparency of the BTR.Program

Hosted by MENR of the Republic of Azerbaijan, COP29 host, and MOEJ, and with Chuo University, highlevels responsible for climate change, as well as IPCC and UNFCCC focal points from Central Asia and Mongolia attended this to spoke on role of GHG absorption & emission estimates with GOSAT satellite data in transparency to the Paris Agreement. It was highlighted that transparency is a common issue for all countries, with expectations for satellite technology as a common method. Inventory practitioners presented the current status of BTR and ongoing projects using GOSAT satellite technology.
