Japan-China Environmental Policy Dialogue(Japan-China High-level Roundtable Dialogue)

In 1994, Japan concluded the Japan-China Environmental Conservation Cooperation Agreement with China. Based on the Agreement, the Japan-China Joint Committee on Environmental Conservation meets on a periodical basis to promote working-level policy dialogue on their respective environmental policies and bilateral and multilateral environmental cooperation.

On 3rd June, 2011, the Japan-China Low-carbon Society Forum 2011, which promotes mutual understanding on efforts towards low-carbon societies in Japan and China, was held with approximately 250 people from governments, local governments, companies, and students. Experts on the climate change field from Japan and China introduced efforts towards low-carbon societies and opinions were actively exchanged.

Beijing Agreed to make acid rain problem a priority area of cooperation and to launch 9 new projects including Biological Global Chemical Research on Pollution and Other Impacts of Acidic Contaminants upon Ecosystems.
2nd Dialogue
(1995)
Tokyo Agreed to accelerate bilateral cooperation and to launch 10 new projects in addition to the 9 in progress.
3rd Dialogue
(1996)
Beijing Agreed to work toward further promotion of bilateral cooperation, continuing 14 of the 19 projects in progress and launching 6 new projects including Molecular Epidemiological Research for Clarification of Risk Factors of Increased Lung Cancer Incidences in China.
4th Dialogue
(1998)
Tokyo Agreed to work toward further promotion of bilateral cooperation, continuing 11 of the 20 projects in progress and launching 7new projects including Development of Emission Control Methods and Assessment of Environmental Impact of Acid Rain Pollutants in East Asia.Thus a new total of 18 projects were identified.

Beijing Agreed on 15 joint research projects including Study for Clarification of Dioxin Pollution.
6th Dialogue
(2002)
Beijing Agreed on 24 joint research projects including Study for Clarification of Dioxin Pollution.

(2007)
Tokyo Presented respective environmental conservation policy priorities; exchanged views on bilateral water environmental cooperation, enhancement of acid rain and dust and sandstorm monitoring networks and application to regional environmental cooperation.
8th Dialogue
(2008)
Beijing Presented respective environmental conservation status; exchanged views on decentralized waste water treatment pilot project in rural areas and climate change.
9th Dialogue
(2010)
Tokyo Presented progress of respective environmental conservation policies; agreed to promote cooperation on co-benefits, climate change, biodiversity, dust and sandstorms, marine litter, etc.
10th Dialogue
(2012)
Beijing Exchanged ideas and opinions on cooperation for air pollution, as well as the transboundary movement of electronic waste, biodiversity and climate change.
China-Japan High-level Roundtable Dialogue
1st Meeting
(2017)
Beijing The First China-Japan High-level Roundtable Dialogue on Environment was held.
2nd Meeting
(2018)
Beijing As a commemorative event marking the 40th anniversary of the Treaty of Peace and Friendship between Japan and China, the Third China-Japan High-level Roundtable Dialogue on Environment was held, attended by approximately 300 participants, including senior government officials, policymakers, researchers, business representatives, and media from both countries. At the meeting, presentations were made on climate change measures, air pollution, and rural environmental management in both countries, followed by active discussions and exchanges of views.
3rd Meeting
(2019)
Tokyo H.E. Mr. KOIZUMI Shinjiro, Minister of the Environment of Japan and H.E.Mr. LI Ganjie, Minister of Ecology and Environment of China reaffirmed their commitment to future Japan-China environmental cooperation. In addition, government representatives and experts from both countries exchanged views on research and mutual understanding concerning marine plastic litter and technological exchange.
4th Meeting
(2025)
Yantai H.E. Mr. ASAO Keiichiro, Minister of the Environment of Japan, and H.E. Mr. Huang Runqiu, Minister of Ecology and Environment of China, reaffirmed the future direction of environmental cooperation between Japan and China. Government officials and experts from both countries exchanged views on promoting green and low-carbon development and transition, as well as on advancing multi-layered environmental initiatives focused on regions and cities.
