Results of the High-level Environmental Dialogue between the Ministry of the Environment, Japan, and the Ministry of Environment and Forestry, the Republic of Indonesia 

1. On April 2, 2024, the Ministry of the Environment (MOE), Japan, and the Ministry of Environment and Forestry (MOEF), the Republic of Indonesia, held the High-level Environmental Dialogue and the Technical Dialogue based on the Memorandum of Cooperation on Environmental Cooperation (MoC).
 
2. In the High-Level Environmental Dialogue, both sides confirmed the progress of the environmental cooperative activities in each area, such as climate change, waste management and biodiversity conservation, and exchanged opinions on the direction of future cooperation. At the technical dialogue, both sides exchanged opinions on concrete policies and cooperative activities concerning the key agendas of the High-Level Environmental Dialogue.
 
3. Both ministries held a signing ceremony for the Implementation Arrangement on the Feasibility Study on a Large-Scale Waste Treatment Facility in the Bekarpur area of West Java.

■ High-level Environmental Dialogue and Technical Dialogue

[Background]

The Ministry of the Environment (MOE), Japan, and the Ministry of Environment and Forestry (MOEF), the Republic of Indonesia, concluded a Memorandum of Cooperation on Environmental Cooperation in 2012, further concluded a new Memorandum of Cooperation (MoC) in 2022, and held a Technical Dialogue in July 2023 to strengthen cooperation between the two countries.
Aiming at deepening cooperation, both ministries held the High-level Environmental Dialogue and the Technical Dialogue, where they confirmed the progress of the environmental cooperative activities and concrete efforts for cooperation areas prescribed in the MoC, and exchanged opinions on future cooperation.

[Discussion summary]

In the High-level Environmental Dialogue, both sides confirmed the progress of the environmental cooperative activities in each area, such as climate change, waste management and biodiversity conservation, and exchanged opinions on the direction of future cooperation. At the Technical Dialogue, both sides exchanged opinions on concrete policies and cooperative activities concerning the key agendas of the High-level Environmental Dialogue.
 
(1) Climate change
 For the future development of the Join Crediting Mechanism (JCM) being implemented between Japan and Indonesia, both sides exchanged opinions on the amendment of implementation rules and guidelines and confirmed that they would continue detailed discussions at the working level.
 
(2) Waste management
 Both sides have confirmed their continued cooperation in developing a waste-to-energy project in Indonesia.
They also exchanged opinions on appropriate collection, recycling, and the extended producer responsibility policy for e-waste and confirmed that they would continue discussions.
 
(3) Biodiversity conservation
 Indonesia has introduced biodiversity conservation activities through ecotourism. Japan introduced the revision of its National Biodiversity Strategy and Action Plan (NBSAP) and SATOYAMA Initiative to realize "Societies in Harmony with Nature." Both sides confirmed that they would continue discussions for cooperation. 
 
(4) Environmental management
 ・Marine plastic debris
 Japan introduced cooperation in monitoring marine plastics, including workshops, and the Intergovernmental Negotiating Committee to develop a legally binding instrument (treaty) for plastic pollution. Both sides confirmed that they would continue discussions for cooperation.
 
・Water pollution
 Japan introduced activities to improve the water quality of the Citarum River, conducted under the city-to-city cooperation between Kawasaki City and Bandung City. Both sides confirmed that they would continue discussions on cooperation and support to improve the water environment in Indonesia.
