Municipal solid waste generation and disposal in FY2022

The Ministry of the Environment, Japan, conducted a survey on the generation and disposal of municipal solid waste (solid waste and excrement) in FY2022 and published the results. The results are summarized as follows. The amount and cost of disaster waste disposal subsidized by the government are excluded since FY2011.

1.Waste generation and disposal

(1)Waste generation

The total volume of waste generation decreased and the volume of waste generation per person per day decreased.
  • Total waste generation: 40,340,000 t (decreased 1.5% from 40,950,000 t in 2021)
  • Waste generation per person per day: 880 g (decreased 1.1% from 890 g in 2021)

(2)Household waste

The volume of household waste generation decreased and the volume of household waste generation per person per day decreased.

(3)Waste disposal

The amount of landfill waste decreased 1.4% from 2021, and the recycling rate slightly decreased.
  • Landfill waste: 3,370,000 t (decreased 1.4% from 3,420,000 t in 2021)
  • Waste reduction rate: 99.1% (99.1% in 2021)
  • Landfill waste without intermediate treatment: 0.9% (0.9% in 2021)
  • Total amount of recycled waste: 7,910,000 t (decreased 3.1% from 8,160,000 t in 2021)
  • Recycling rate: 19.6% (19.9% in 2021)

2.Waste incineration plants

  • The number of waste incineration plants decreased.
  • The incineration capacity per plant slightly increased.
  • The plants with power generation facilities increased to 39.8% of all plants. On the other hand, total power generating capacity decreased.
As of March 31, 2023;
  • Number of plants: 1,016 (decreased 1.1% from 1,027 in 2021)
  • Capacity: 174,646 t/day (175,715 t/day in 2021)
  • Capacity per plant: 172 t/day (171 t/day in 2021)
  • Number of plants using residual heat: 730 (729 in 2021)
  • Number of plants with power generation facilities: 404 (396 in 2021) (39.8% of total)
  • Total power generating capacity: 2,208,000 kilowatts (increased 2.8% from 2,149,000 kilowatts in 2021)

3.Landfill sites

  • Remaining landfill capacity and the number of landfills are generally decreasing and candidate sites for landfills are continuously difficult to secure.
  • The amount of landfill waste decreased, and remaining landfill capacity expressed in terms of years slightly decreased.
As of March 31, 2023;
  • Remaining landfill capacity: 96,660,000 m3 (decreased 1.8% from 98,450,000 m3 in 2021)
  • Remaining landfill capacity expressed in terms of years: 23.4 years (23.5 years in 2021)

4.Waste disposal expenses

Expense of waste disposal slightly increased.
  • Expense of waste disposal: 2,151.9 billion yen (2,144.9 billion yen in 2021)
  • Main contents of expense:
    • Construction and improvement: 387.1 billion yen (431.4billion yen in 2021)
    • Disposal and running costs: 1,646.1 billion yen (1,586.1 billion yen in 2021)
