Waste Treatment Facilities Development Program

Waste Treatment Facilities Development Program is to be approved by the Cabinet on October 10, 2003.

Formulation of the Program occurred over eight phases beginning in FY 1963, in accordance with the Emergency Measures Law for the Development of Waste Treatment Facilities.

In line with the recent discussions to review the government's approach to social capital development, the contents of the Waste Treatment Facilities Development Program were revised. The revision is also based on the Article 5, Paragraph 3 of the Waste Management and Public Cleansing Law on the Program, which was newly added to the law revised in the 156th ordinary Diet session. The new Waste Treatment Facilities Development Program was formulated according to the basic principles that call for setting waste reduction targets. The Emergency Measures Law for the Development of Waste Treatment Facilities was repealed.

Comments from the public were invited from August 18 to September 5, 2003 to help draft the Program. Twenty-three comments were submitted from individuals (14 comments), representatives of corporations/civil organizations (8 comments), and representatives of municipal governments (1 comment).

The duration of the program will be five years from FY 2003 to FY 2007. The program will establish the goals and outlines of the projects related to the development of waste treatment facilities in Japan. The major differences between the current and previous Programs include the following.

(1) The following changes have been made in accordance with changes in the government's approach to social capital development.
(i) Program contents that had been given in terms of "amount of the program cost" are now shown in terms of "results to be achieved." (Goals are set on an outcome basis.)
(ii) The contents of the program are not shown in terms of total program costs.
(2) PCB treatment facilities have been newly added as a targeted area for development in this Program.
