The National Biodiversity Strategy and Action Plan (NBSAP) of Japan 2023-2030

The National Biodiversity Strategy and Action Plan (NBSAP) of Japan 2023-2030 was adapted by the Cabinet in March 2023. The first Japanese National Biodiversity Strategy was published in 1993 and the NBSAP of Japan 2023-2030 is the sixth edition. This NBSAP has been developed in response to the Kunming-Montreal Global Biodiversity Framework (GBF), which was adopted at the 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD COP15) in December 2022. 

This NBSAP consists of two parts; the Strategy (Part 1) and the Action Plan (Part 2). Part 1 describes the status and issues of biodiversity and ecosystem services in Japan, as well as the basic concept of “Nature-Positive by 2030”, which is the vision to halt and reverse biodiversity loss by 2030. The strategy part or Part 1 has five basic strategies. Basic strategies are set as priority areas under the overall strategy so that this NBSAP is organized in a structured way. Each basic strategy has the “state-oriented targets” and the “action-oriented targets” shown in the figure below. 15 state-oriented targets and 25 action-oriented targets are set in total. The progress of each target will be monitored by applying indicators. 
Part 2 describes the action plan which include relevant measures (367 in total) to be undertaken by FY2030 to achieve the action-oriented targets specified in Part 1. In addition, this NBSAP has annexes as supplementary documents, including the “30by30 Roadmap” that outlines the process and detailed strategies for meeting the “30by30 target”, the “Explanatory Note on Importance of Biodiversity and Ecosystem Services” which describes fundamental information for the implementation of this NBSAP, and the “Grand Design for National Land for a Society in Harmony with Nature”.



The progress of the implementation of this NBSAP will be examined approximately every two years. Based on the results of the examination, this NBSAP is revised as necessary. Such domestic review process is expected to fulfil our commitments to the contributions to the global GBF review process.
