1.Background

The Asia-Pacific Seminar on Climate Change has served as a regional vehicle for countries to promote confidence building by providing opportunities to exchange information, views and experiences on issues of climate change in a practical manner. As a joint initiative by the Department of Climate Change and Energy Efficiency, Government of Australia and the Ministry of the Environment, Government of Japan, the AP Seminar in such a unique format has been valued both by developing and developed countries inside and outside of the region.

At the COP15 in Copenhagen, decision taking note of the Copenhagen Accord was adopted. Toward the COP16 and COP/MOP6 to be held in Mexico, it is expected that Parties to the UNFCCC and the Kyoto Protocol will negotiate and reach an agreement on matters contained in the Copenhagen Accord and others. To support countries to prepare for this, the AP Seminar is being organized that allows countries to discuss negotiation issues from a technical point of view, which complements interactions at the UNFCCC negotiation forum. In addition, this year is the UN International Year of Biodiversity and the deadline for the 2010 Biodiversity Target adopted at the COP 6 of the Convention on Biological Diversity in 2002. In this context, synergy between the two Conventions is also an important topic for this year.

2.Objectives

The 19th AP Seminar will be organized to convene climate change negotiators to discuss major negotiation issues from a technical point of view, in order to promote understanding standing about them regardless of country positions in the negotiations. At this time, proposed issues to be discussed includes, but not limited to, as follows;

  • NAMA in a MRV manner
  • GHG inventory and national communications
  • Synergy between climate change and biodiversity
