East Asia Summit Environment Minters Meeting(EAS EMM)

The East Asia Summit Environment Ministers Meeting (EAS EMM) aims to follow up on the Singapore Declaration on Climate Change, Energy and the Environment issued at the Third East Asia Summit held in Singapore, November 2007. The Inaugural EAS EMM was held in October, 2008.

EAS EMM was attended by representatives from the 10 ASEAN Member countries, namely Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Viet Nam, as well as representatives from Japan, China, Republic of Korea, India, Australia, New Zealand, United States and Russia , and the ASEAN Secretariat. (The United States and Russia attended from 2012).

The 4th EAS EMM was held on 31 October 2014 in Vientiane, Lao PDR. Japan also reported about its cooperation programs with EAS EMM, namely the 4th and 5th "High Level Seminars on Environmentally Sustainable Cities", "ASEAN Model City Program" supported by Japan, and "East Asia Low Carbon Growth Partnership Dialogue" which has been held each year since 2012, inviting EAS country representatives.

It was agreed that Environmentally Sustainable Cities (ESC) as an immediate priority area, and shared a common recognition to continue identifying further priority areas.
Japan introduced the concept of the Clean Asia Initiative together with specific programs and projects such as the Regional 3R Forum in Asia, Environmentally Sustainable Transport (EST), Water and Air Environment Measures (WEPA and EANET) and Environmental Education through ProSPER.Net.

Japan introduced the outcomes of the First High Level Seminar on ESC held in March 2010 and proposed to hold the Second Seminar in Japan.
Japan introduced environmental cooperation activities with EAS countries such as the Regional 3R Forum in Asia, EST, transboundary air pollution, countermeasures on asbestos, promotion of co-benefits approach.

As the upcoming cooperation programs in EAS EMM, Australia proposed the activities regarding outcomes of the Rio +20, urban sustainability and the climate change adaptation. These proposals shall be kept discussed by the EAS EMM senior officials.
Japan introduced its efforts in recovering from the Great East Japan Earthquake, the "FutureCity" Initiative, the studies contributing to the formulation of the "Sustainable Development Goals" which was initiated in the Rio+20 Conference, the Asia Pacific Adaptation Network (APAN) and the Acid Deposition Monitoring Network in East Asia (EANET), etc. Japan also reported about its cooperation programs with EAS EMM, namely "the 3rd High Level Seminar on Environmentally Sustainable Cities", "ASEAN Model City Program", and "East Asia Low Carbon Growth Partnership".
