１　調達内容
　(1) 品目分類番号  26

    　水俣病情報センター　契約電力　119kW　使用予定電力量　228,400kWh
　(3) 調達件名の仕様等　入札説明書及び仕様書による。
　(4) 供給期間　平成22年6月1日～平成23年3月31日まで
  (5) 需要場所　入札説明書による。
　(6) 入札方法　入札金額は、各社において設定する契約電力に対する単価及び使用予定電力量に
　　対する単価を根拠とし、当センターが提示する契約電力及び使用予定電力量の総価を入札金額
　　とすること（詳細は入札説明書による）。なお、落札決定に当たっては、入札書に記載された
　　金額に当該金額の５パーセントに相当する額を加算した金額（当該金額に１円未満の端数があ
　　るときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、
　　消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契
　　約金額の105分の100に相当する金額を入札書に記載すること。

２　競争参加資格
　(1) 予算決算及び会計令第７０条の規定に該当しない者であること。なお、未成年者、被保佐人
　　又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由が
　　ある場合に該当する。
　(2) 予算決算及び会計令第７１条の規定に該当しない者であること。
　(3) 環境省の契約担当官から取引停止の措置を受けている期間中の者でないこと。
　(4) 平成２２・２３・２４年度環境省競争参加資格（全省庁統一資格）「物品の販売」において、
　　「Ａ」、「Ｂ」又は「Ｃ」級に格付けされ、九州・沖縄地域の競争参加資格を有する者である
　　こと。
　(5) 電気事業法第３条第１項の規定に基づき一般電気事業者としての許可を得ている者又は同法
　　第１６条の２第１項の規定に基づき特定規模電気事業者としての届出を行っている者である
　　こと。
  (6) 省CO2化の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。
　(7) その他予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める資格を有す
　　る者であること。
　(8) 入札説明書の交付を受けた者であること。

４　電子入札システムの利用
　　　本案件は電子入札システムで行う。なお、電子入札システムによりがたい者は、発注者に申
　　し出た場合に限り紙入札方式に変えることができる。

５　その他
　(1) 契約手続において使用する言語及び通貨　日本語及び日本国通貨
　(2) 入札保証金及び契約保証金　免除
　(3) 入札者に要求される事項　この一般競争に参加を希望する者は、入札説明書に基づく入札書
　　及び証明書類等を受領期限までに提出しなければならない。なお、開札日の前日までの間にお
　　いて、支出負担行為担当官から当該書類に関し説明を求められた場合は、それに応じなければ
　　ならない。
　(4) 入札の無効　本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる
　　義務を履行しなかった者の提出した入札書は無効とする。
　(5) 契約書作成の要否　要
　(6) 落札者の決定方法　本公告に示した物品を納入できると支出負担行為担当官が判断した入札
　　者であって、予算決算及び会計令第79条の規定に基づいて作成された予定価格の制限の範囲内
　　で最低価格をもって有効な入札を行った者を落札者とする。

  (6) Rule of bid: To choose an undertaker by the bidding price.
  (7) Qualifications for participating in the tendering procedures: Suppliers eligible 
  　for participating in the proposed tender are those who shall:
    [1] not come under Article 70 of the Cabinet Order concerning the Budget, Auditing 
    　and Accounting. Furthermore, minors,Person under Assistance that obtained the cons
    　ent necessary for concluding a contract may be applicable under cases of special 
    　reasons within the said clause.
    [2] not come under Article 71 of the Cabinet Order concerning the Budget, Auditing a
    　nd Accounting.
    [3] not be suspended from transactions by the request of the officials in charge of 
    　contract.
    [4] have Grade「A」,Grade「B」,or Grade「C」 on "sale of product" in the kyusyu-Okin
    　awa Area in terms of qualification for participating in tenders by Ministry of the 
    　Environment (Single qualification for every ministry and agency) in the fiscal yea
    　rs 2010, 2011 and 2012.
    [5] have permission to be a general electric enterprise in accordance with Article 3,
    　Section 1 of the Electricity Utilities Industry Law, or have registered as a speci
    　fied scale electric enterprise in accordance with Article 16－2, Section 1 of the 
    　same law.
    [6] fulfill the requirement mentioned in the tender manual that are stated from the 
    　viewpoint of reducing CO２.
    [7] meet the qualification requirements which the Obligating Officer may specify in 
    　accordance with Article 73 of the Cabinet Order.
    [8] prove to delivered the bid manual.
