Today, the Russian Federation Council approved the ratification of the Kyoto Protocol. I once again welcome this major step towards Russian ratification.
I anticipate smooth progress in the signing of the bill by President Putin as well as the deposition of the instrument of ratification, and expect the completion of the process to ratify the Protocol in a timely manner.
