CHAIR'S SUMMARY

The Sixth International Workshop on ECO ASIA Long-term Perspective Project took place in Tokyo, Japan, from 10 to 11 March 1999. The Environment Agency of Japan organized it and 30 participants from 10 countries and 8 international organizations attended it (refer to the Participants List attached). Mr. Hironori Hamanaka, the Director General, Global Environment Department, Environment Agency of Japan made an opening address to the workshop. Mr. Saburo Kato, President of the Research Institute for Environment and Society, chaired the Workshop.
The objectives of the workshop were:
- To share information on progress made in research on the four Eco-concepts which was initiated in accordance with the work plan for Phase 2 discussed at the 5th Workshop and reported to ECO ASIA '98.
- To receive input from participants on each research activity ,
- To discuss measures for reactivating the project, including re-establishment of the steering committee, and
- To discuss the future direction of advancement.

Eight presentations on following five topics were made for concurrent studies under the work plan for phase II (refer to the attached Agenda),

a)	Environmental Outlook, by Dr. Tsuneyuki Morita, National Institute for Environmental Studies (NIES), Japan,
b)	Eco-Consciousness, by Dr. Shuzo Nishioka, NIES, Japan, Dr. James E. Nickum, Senior Fellow, the East-West Center, Dr. Midori Aoyagi-Usui, NIES, Japan and Dr. Yok-Shiu Lee, University of Hong Kong, China,
c)	Eco-Policy Linkage, by Dr. Tsuneyuki Morita, NIES, Japan,
d)	Eco-Partnership, by Dr. Ryo Fujikura, Kyushu University, Japan,
e)	Eco-Technology/Eco-Investment, by Nomura Research Institute.

Participants actively discussed the above five topics. The main points of the discussions were as follows:
- Participants recognized substantial progress being made on the Environmental Outlook and four Eco-concepts under the Long-term Perspective Project, and generally agreed upon to support further promotion of those sub-projects.
- The global environmental outlook by 2025 based on three scenarios, which are newly defined by involving scientists from developing countries, and using latest socio-economic data including economic crisis, was presented. The results appear to be diverse, depending on the assumptions of the scenarios. It was found, however, that Asia and the Pacific region would play a dominant role in terms of global environmental impact, regardless of the scenario. In order to cope with the environmental degradation, it was highlighted that implementation of environmental policy with sophisticated design as well as the importance of international cooperation.
- A constructive suggestion was made to have close contact and coordination among the environmental outlook of the Project and other related perspective projections on the environment.
- The importance of the Environmental Outlook of the Project was stressed particularly in relation to the on-going analysis work by the IPCC, which may encourage accumulation of necessary country-based data.
- Participants felt that alternative, ecologically sound development paths can draw upon the diverse traditional wisdom of the regions cultures.
- Preliminary results of Eco-Consciousness were introduced by internationally organized research groups as one of the pillars of the Second Phase of the Long-term Perspective Project.
- With regard to the Eco-Partnership in business sector, participants recognized that it was essential to provide mechanisms for encouraging business sectors to introduce their environmental conservation activities.
- The importance of equitable burden and transparency of use of tax was stressed, while introducing such economic instruments.
- Participants agreed to disseminate the research/survey results under the Long-term Perspective Project for an environmental awareness programme of the countries of the region.
- Regarding the environmental outlook for the Asia-Pacific region and the research report on Eco-Policy Linkage prepared by the AIM project team, participants made suggestions to adopt more proper wording instead of the sustainable development scenario, and to seek proper timing and wording in the future for presenting assumption data of control with CDM.
- Participants agreed, in general, on necessity of formulating and implementing comprehensive policies for promoting clean technologies (CT).

According to the Agenda of the Workshop, the following four presentations were made at the Workshop:

a)	Towards 2002 Rio+10 Conference, by the Secretariat of the Project,
b)	ESCAP's preparation for the Ministerial Conference on the Environment and Sustainable Development for Asia in 2000, by Dr. Rezaul Karim, ESCAP,
c)	Activities of the Institute for Global Environmental Strategies (IGES), by Mr. Kazuo Matsushita, IGES, and
d)	Activities of the Asia-Pacific Network for Global Change Research (APN), by Mr. Hideyuki Mori, Secretariat of APN.

Active discussion took place with regard to the above 4 presentations. The main points of the discussions were as follows:
- Participants recognized the importance of further studies to integrate sub-project activities which could provide a more practical outcome so as to formulate recommendations and guidelines to the countries of the regions for implementation.
- Participants pointed out the importance of having close linkages among the United Nations ESCAP, IGES and APN. Particularly in cooperation with the ESCAP, the Project should seek the opportunities and ways of how to disseminate the outcome and recommendations of the Project to the world community. In this context, the proposal of ESCAP Ministerial Conference on Environment and Sustainable Development in Asia and the Pacific and the ECO ASIA congress in 2000 to be held on a back-to-back basis, was welcomed by the participants.
- It was stressed by the participants that the involvement of the Pacific region in the work of the Project is always essential.
- There were general understandings among the participants that ECO ASIA should also maintain its character of a free-discussion forum reflecting Asian and Pacific views on an informal basis with scientific data in addition to collaboration with governments, the United Nations and others.
For the purposes of facilitating the work of Phase II of the project in close cooperation with various activities in the region aimed towards the Ministerial Conference on the Environment and Sustainable Development in Asia and the Pacific in 2000, and towards the Session of the Special United Nations General Assembly in 2002 (Rio+10), the participants agreed to re-establish an open-ended steering committee for the Project with core membership of experts from China, Japan, Sri Lanka and Thailand, the Chairperson of the Workshop and the secretariat of the Project (refer to the attached list). The steering committee held its first meeting on March 11 for exchanging views particularly on further directions of the Project.
As the secretariat of the Project, the Environment Agency of Japan announced that it would report the outcome of this Workshop and the progress to date on the Long-term Perspective Project at the ECO ASIA Congress to be held in Sapporo City, Japan, in September 1999, and that the steering committee would meet during the ECO ASIA congress in September, but the committee would also meet before and/or after the ECO ASIA Congress as appropriate.
Participants expressed their appreciation to the Environment Agency of Japan for hosting the Workshop, and to Mr. Kato for his excellent chairing of the Workshop.
