Operational Standards Pertaining to Activities Resulting in the Release of Specified Coarse Particulates, Etc.

1 In dismantling specified fire-resistant structures, etc.* the total area in which specified construction materials are used within the subject structure is more than 50 m2 (except for those mentioned in 2, below) In observance of the following items, specified construction materials used in the subject structure shall either be removed or more effective measures shall be taken:
  1. The location from which the specified construction materials are removed (workplace) shall be segregated from other areas; and a "front room" shall be established at the exit/entrance areas to the workplace.
  2. The workplace shall be kept under negative pressure and, at the air exhaust locations, dust collection/exhaust equipment having radioactive aerosol high-capacity filters as specified in Japan Industrial Standards Z4812 shall be used.
  3. The specified construction materials to be used shall be made wet, using chemicals, etc.
  4. Following the removal of the specified construction materials, when dismantling the segregation of the workplace, chemicals for controlling the spread of specified coarse particulates shall be sprayed in the areas where the specified construction materials were removed and the specified coarse particulates shall be dealt with at the workplace.
2 Of the work noted in 1, above, the dismantling of structures which results in a dangerous situation for persons entering the structure; or, during the dismantling of other structures, in which the removal of specified construction materials is extremely difficult to carry out. Either spraying water on the subject structure, or taking more effective measures, shall be carried out.
3 In carrying out remodeling or repair work of specified fire-resistant structures, etc., the total area in which specified construction materials are used within the subject structure is more than 50 m2 In observance of the following items, specified construction materials used in the subject structure shall either be removed, enclosed, or sealed, or more effective measures shall be taken:
  1. In removing specified construction materials, items a through d as specified in 1, above, shall be observed.
  2. In enclosing or sealing specified construction materials, the degradation status of the pertinent specified construction materials and the bonding state of the backing should be confirmed. If degradation is significant, or if bonding to the backing is defective, then the pertinent specified construction materials shall be removed.

*Specified fire-resistant structures, etc.: Fire-resistant structures as specified in Article2, Item 9-2 of the Construction Standards law (1950 Law Number 201), or semi-fire-resistant structures as specified in Article 2, Item 9-3 of the Construction Standards Law, having a gross floor space of more than 500 m2.
