Specific substance emission facilities and designated substance control standard for benzene

Designated substance emission facilities
(designated by government ordinance)
Outline of designated substance restriction standard
(set by official notification)
1 Drying facilities to evaporate benzene (limited here and in subsequent sections to solutions in which volumetric percentage of benzene concentration is at least 60 %) and the hourly draft fan capacity of which is at least 1,000 cubic meters. Limited to facilities designed to evaporate benzene used in solvents.
Existing facility:
200 mg/m3N (Gas emission 1,000 m3/h or greater but less than 3,000 m3/h)
100 mg/m3N (Gas emission 3,000 m3/h or greater)
New facility:
100 mg/m3N (Gas emission 1,000 m3/h or greater but less than 3,000 m3/h)
50 mg/m3N (Gas emission 3,000 m3/h or greater)
2 Coke oven that processes raw materials at a daily rate of at least 20 tons. Applied to gas emitted from the coal loading port and also from the discharge port of the dust collector on the coal-loading vehicle.
Existing facility:
100 mg/m3N (Ovens of a certain construction may be excluded from the scope of application.)
New facility:
100 mg/m3N
3 Distillation facility for recycling benzene (excluding the topping plant) Limited to facilities designed to recycle benzene used as solvent
Existing facility:
200 mg/m3N (Gas emission 1,000 m3/h or greater)
New facility:
100 mg/m3N (Gas emission 1,000 m3/h or greater)
4 A dealkylation facility used to manufacture benzene (excluding sealed type) Excluding facilities incorporating the flare stack in the process
Existing facility:
100 mg/m3N
New facility:
50 mg/m3N
5 A storage tank of benzene with a capacity of at least 500 kiloliters Excluding tanks with a floating roof. Also, the criteria apply to gas emitted when benzene is in the tank.
Existing facility:
1,500 mg/m3N (Capacity of at least 1,000 kl)
New facility:
600 mg/m3N
6 A reaction facility which uses benzene as a raw material and which processes benzene at an hourly rate of at least 1 ton (excluding sealed type). Excluding facilities incorporating the flare stack in the process
Existing facility:
200 mg/m3N (Gas emission 1,000 m3/h or greater but less than 3,000 m3/h)
100 mg/m3N (Gas emission 3,000 m3/h or greater)
New facility:
100 mg/m3N (Gas emission 1,000 m3/h or greater but less than 3,000 m3/h)
50 mg/m3N (Gas emission 3,000 m3/h or greater)
