[IPCS]の索引へ 1.環境保健クライテリア(EHC:Environmental Health Criteria) ストックホルム(スウェーデン)で1972年開催された国連人間環境会議の勧告、世界保 健機関(WHO)総会のいくつかの決議(WHA23.60、WHA24.47、WHA25.58、WHA26.68)、 および国連環境計画(UNEP)の管理理事会の勧告(UNEP/GC/10.3 July 1973) に応じて、環境汚染による健康影響の総合的評価に関する計画が1973年発足した。 WHOでは、水銀、PCB、窒素酸化物等の化学物質が人の健康に及ぼす影響を総合的 に評価して、各化学物質毎に環境保健クライテリアとして公表してきた。この事業は、当 初WHOの事務局が評価原案の作成を外部の専門家に委託する方式で行われたため、その 成果はわずかしか得られなかった。 このため、1978年のWHOの総会決議に基づき、次の目的を達成するため、各国の主な 研究機関の有機的な協力による国際化学物質安全性計画(IPCS:International Program on Chemical Safety)が1980年から開始されている。IPCSの主な活動は以下の通りで ある。 1) 既存の公表文献を収集、検討し、化学物質が人の健康及び環境に及ぼす影響を評価 すること。 2) 化学物質の安全性評価のための方法の確立及び改善を行うこと。 3) 化学物質災害対策を推進するため国際協力を実施すること。 4) 1)~3)を行うための人材の養成、訓練を推進すること。 本計画は、WHO(CENTRAL UNIT)、UNEP及び国際労働機関(ILO)が参加して いる。 なお、この評価の対象にされる化学物質の範囲は、家庭用化学物質、大気・水・食品中 の汚染物質、化粧品、食品添加物、天然毒物、工業薬品、農薬等とされており、医薬品は 除外されている。 「環境保健クライテリア」の構成は、下記のとおりとなっている。 1) 要約 2) 同一性、物理化学的性質、分析方法 3) 人及び環境の暴露源 4) 環境中での移行、分布及び変化 5) 環境濃度と人への暴露 6) 体内動態及び代謝 7) 環境中の生物への影響 8) 実験動物及び試験管内試験系への影響 9) 人への影響 10) 人の健康へのリスク及び環境への影響に関する評価 11) 勧告 12) 国際機関による以前の評価 引用文献 平成7年12月までに以下に示す174巻の環境保健クライテリアが刊行されているが、この うちNo.17以降がIPCSの下で作成されたものとなっている。 1. White Spirit [IPCS]の索引へ 2.国際簡潔評価文書(CICAD: Concise International Chemical Assessment Document) 1995年2月のIPCS/OECD優先物質検討会議で、既存の化学物質の健康と生態系 への影響の国際機関における評価作業との重複を省きつつ、これらを基にして国際的に利 用可能な簡潔な新たな安全性評価文書を作成する方策について議論がされ、具体的に計画 を推進するためのスティアリンググループの設置が了承された。 1995年6月の第1回スティアリンググループ会合において、新しい評価文書の名称は、 「国際簡潔評価文書」(CICAD)と決定し、また、内容、作成手順、物質の選択基準、 パイロット計画のスケジュール等が討議された。 現在、各国でパイロット計画が進められている。
