次のとおり一般競争入札に付します。

１ 調達内容
(1) 品目分類番号 14
(2) 借入件名及び数量
平成15年度環境省ＬＡＮシステム 一式
(3) 調達件名の特質等 入札説明書による。
(4) 借入期間 平成15年11月１日から平成16年３月31日まで、ただし支出負担行為
担当官は法令及び予算の範囲内で当該借入期間を変更することが
あり得る。
(5) 納入場所 支出負担行為担当官が別途指定する場所
(6) 入札方法 上記1(2)の物品等について、納入に要する一切の諸経費を含めた
総価で行う。なお、落札決定に当たっては、入札書に記載された
金額に当該金額の５％に相当する額を加算した金額（当該金額に
１円未満の端数があるときは、その端数金額を切り捨てるものと
する。）をもって落札価格とするので、入札者は、消費税に係る
課税事業者であるか免税事業者であるかを問わず、見積もった
契約金額の105 分の100 に相当する金額を入札書に記載すること。
２ 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、
被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者に
ついては、この限りではない。
(2) 予算決算及び会計令第71条の規定に該当しない者であること。
(3) 平成13・14・15年度環境省競争参加資格（全省庁統一資格）の「物品の販売」、
「物品の製造」または「役務の提供等」においてＡ等級に格付けされている者
であること。
(4) その他予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める
資格を有する者であること。
(5) 本公告の物品を第三者をして貸付けしようとする者にあっては、当該物品を自ら
貸付けできる能力を有するとともに、第三者をして貸付けできる能力を有する
ことを証明した者であること。
(6) 借入物品に係る迅速なアフターサービス・メンテナンス体制が整備されている
ことを証明した者であること。

４ その他
(1) 入札及び契約手続において使用する言語及び通貨 日本語及び日本国通貨。
(2) 入札保証金及び契約保証金 免除。
(3) 入札者に要求される事項 この一般競争入札に参加を希望する者は、封印した
入札書に入札説明書で示す総合評価等のための書類を添付して入札書の受領期限
までに提出しなければならない。また、支出負担行為担当官から当該書類に関し
説明を求められた場合は、それに応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に
求められる義務を履行しなかった者の提出した入札書は無効とする。
(5) 契約書作成の要否 要。
(6) 落札者の決定方法 予算決算及び会計令第79条の規定に基づいて作成された予定
価格の制限の範囲内であり、入札説明書で指定する性能等の要求要件のうち必須
とされた項目の最低限の要求要件を全て満たしている提案をした入札者の中から、
入札説明書で定める総合評価の方法（除算方式）をもって落礼者を決定する。

(6) Qualification for participating in the tendering procedures : Suppliers
eligi-ble for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget,
Auditing and Accounting．Furthermore,minors, Person under under
Assistance that obtained the concluding a contract may be applicable
under cases of special reasons within the said clause.
② not come under Article 71 of the Ca- binet Order concerning the
Budget, Auditing and Accounting．
③ have Grade A in terms of the qualifi cation in the categories of "
manufacture of product", "sale of product" or "services" for participating
in tenders by Ministry of the Environment (Single qualification for every
ministry and agency) in the fiscsl years 2001,2002 and 2003.
④ meet the qualification requirements
which the Obligating Officer may specify in accordance with Article 73
of the Cabinet Order.
⑤ prove to have the ability to rent the products concerned by themselves
and by a third party, should the products requested through this notice
be rent by a third party.
⑥ prove to have prepared a system to provide rapid aftersales service
and maintenance for the rent products.
