Draft Budget for the FY2006 Kyoto Protocol Target Achievement Plan

The Cabinet Secretariat compiled the budget request for the FY2006 Kyoto Protocol Target Achievement Plan. The total budget requested by relevant ministries and agencies are as follows. (Figures in parenthesis are those in FY 2005.)

A. Measures directly effective in achieving the 6% reduction commitment under the Kyoto Protocol 453.7 billion yen (480.3 billion yen)
B. Medium- to long-term measures in reducing GHG emissions 120.9 billion yen (--)
C. Other measures with GHG emissions reduction potential 338.2 billion yen (--)
D. Basic measures, etc 32.9 billion yen (--)

Notes:
1. Attachments 1 and 2 show the breakdown of budget request by ministry for each of the above four categories.
2. Details of the four budget categories:
A. Budget for the "measures directly effective in achieving the 6% reduction commitment under the Kyoto Protocol" aims to promote measures indicated in the appended table of the Kyoto Protocol Target Achievement Plan and measures necessary to utilize the Kyoto Mechanisms. These include assistance and support for the implementation of the measures, provision of information for disseminating measures, and demonstration experiments for practical application.
B. Budget for "medium- to long-term measures in reducing GHG emissions" shall be used for policies and measures that will be effective after the first commitment period of the Kyoto Protocol. To be specific, these include technology development for the implementation of measures as well as human resource development.
C. Budget for "other measures with GHG emissions reduction potential" shall be used for those with major objectives and effects not being directly related to climate change prevention. Some examples include forest conservation projects, reduction of emissions accompanied by incineration of wastes, and the improvement of public transportation systems.
D. Budget for "basic measures" shall be used for those not effective for GHG emissions reduction in Japan. To be specific, overall review of policies and measures, emission/sink calculation, research and monitoring/observation of climate change, and ensuring of international collaborations are included in this category.
3. The FY2006 budget for Kyoto Protocol Target Achievement Plan shall not be compared to the FY 2005 budget request for the Climate Change Policy Programme since (i) in the Plan, measures were closely examined and prioritized, and (ii) the accounting method has changed from the one totaling every budgetary item to one that comes up with the total for each of the above four categories separately.
