Prime Minister Junichiro Koizumi shall propose the Japan's Action Plan for a World-Wide Sound Material-Cycle Society through the 3R Initiative ("Japan's Action Plan to Promote Global Zero-Waste Societies") at the Ministerial Conference on the 3R Initiative on April 28, 2005 in Tokyo.

1. | Follow-up to the Ministerial Conference |
Organizing a follow-up meeting of senior officials in FY 2005.
2. | Establishment of a Sound Material-Cycle Society in East Asia |
(i) |
Formulation of an East Asia Sound Material-Cycle Society Vision by 2012. |
(ii) |
Capacity building of developing countries to strengthen human resource infrastructure. |
(iii) |
Establishment of a Research Network on a Sound Material-Cycle Society in East Asia (tentative name). |
(iv) |
Enhancing official-level coordination, through the Asian Network for Prevention of Illegal Transboundary Movements of Hazardous Wastes. |
(v) |
Promotion of bilateral policy dialogues and establishment of networks for the sound cycling of resources. |
(i) |
Promoting 3R-related research and technology development ( setting up a new research category for 3R initiative-related research in the budget for scientific research regarding waste treatment) |
(ii) |
Establishment of a "Showcase on 3R Best Practices" (tentative name) through international organizations. |
(iii) |
Supporting establishiment of an inter-city network through the know-how of local governments. |
