Enforcement Status of the Law Concerning Special Measures against Dioxins in FY2002

The Ministry of the Environment compiled a report on the enforcement status of the Law Concerning Special Measures against Dioxins for the period from April 1, 2002 to March 31, 2003 based on reporting by 89 local governments at the prefectural level (including government ordinance-designated cities).

1. Number of specified facilities (as of March 31, 2003)*1

- Facilities to which air standards apply:

13,685 facilities (Number of business entities: 10,293)

-Facilities subject to effluent standards:

3,829 facilities (Number of business entities*2: 2,024)

*1 Includes facilities covered under the Mine Safety Law and other laws.
*2 Business entities to which effluent standards apply.

2. State of implementation of regulations (for period of April 1, 2002 to March 31, 2003)

- Conducted on-site inspections

Facilities to which air standards apply: 13,468 cases
Business entities to which effluent standards apply: 2,085 cases

- Conducted Administrative Guidance

Facilities to which air standards apply: 15,831 cases
Business entities to which effluent standards apply: 849 cases

- Issued Orders to Redress Situation

Facilities to which air standards apply: 15 cases
Business entities to which effluent standards apply: 3 cases

3. Reporting of voluntary measurements taken by entities establishing facilities subject to reporting

- Facilities to which air standards apply: 9,130 cases

(Total number of facilities subject to reporting: 13,843)

- Business entities to which effluent standards apply: 692 cases

(Total number of business entities subject to reporting: 789)

4. State of measures to address soil contamination (for period of April 1, 2002 to March 31, 2003)

- Areas designated for measures: 1 case

- Formulation of plans to address soil contamination: 1 case
