5.Plan Implementation and Other Items
  The Liaison Committee will make policy decisions concerning the implementation of management activities governed by this management plan and, if necessary, by consulting the local community.

Furthermore, this management plan shall be reviewed as necessary to respond to social change or other circumstances. At that time, the opinions of the local community will be taken into consideration.
