Results of the Fourth Ministerial Meeting of the Gleneagles Dialogue on Climate Change, Clean Energy and Sustainable Development (Gleneagles Dialogue)

The Fourth Ministerial Meeting of the Gleneagles Dialogue on Climate Change, Clean Energy and Sustainable Development was held in Chiba from March 14 (Fri.) to 16 (Sun), 2008. The Meeting was co-chaired by Ichiro Kamoshita, Minister of the Environment and Akira Amari, Minister of Economy, Trade and Industry. A chairs' summary will be issued at a later date, summarizing the outcome of the dialogue.

1. Dates: March 14 (Fri.)-16 (Sun.), 2008

2. Venue: Makuhari Messe International Conference Hall, Chiba, Japan

3. Hosts: Ministry of the Environment/Ministry of Foreign Affairs/Ministry of Economy, Trade and Industry

4. Participating Countries and Organizations:
There were over 200 participants from the following countries, organizations etc.

(1) Environment and Energy Ministers of the G8 countries and other major greenhouse gas-emitting nations including China, India and Brazil (20 countries and the EU)
(2) Representatives from international organizations including the World Bank and the International Energy Agency (IEA)
(3) Representatives from NGOs/NPOs and industries

5. Outline of the Dialogue
(1) Open and meaningful discussion was held among the ministers and representatives focusing on the 3 main issues; technology, finance and investment, and post-2012 international frameworks (future framework). This fruitful discussion has helped deepen the mutual understanding for the further process of climate change negotiation.
(2) The former British Prime Minister Tony Blair made a speech on the future framework at the opening session.

6. What is the Gleneagles Dialogue?
(1) The Ministerial Meeting of the Gleneagles Dialogue on Climate Change, Clean Energy and Sustainable Development was launched as a result of an agreement reached at the G8 Gleneagles Summit held in the United Kingdom in 2005.
(2) The 1st Meeting took place in November 2005 in UK, the 2nd in October 2006 in Mexico and the 3rd in November 2007 in Germany.
(3) The outcome of this 4th and the last Meeting will be reported at the Hokkaido Toyako Summit.
