Results of Part 1 of the International Conference for Implementing Article 6 of the Paris Agreement hosted by the Ministry of the Environment, Japan (MOEJ)

The Ministry of the Environment, Japan (MOEJ), held Part 1 of the International Conference for Implementing Article 6 of the Paris Agreement online on February 17, 2022. The conference was held with the aim of advancing specific discussion on capacity building together with other governments and related organizations for the implementation of the market mechanism under Article 6 of the Paris Agreement. Approximately 1,000 participants from more than 100 countries attended the conference and discussed support for system development and capacity building for the implementation of Article 6.

From Japan, Minister of the Environment Yamaguchi, delivered a video message in which he stated that enhancing mitigation efforts all over the world including in emerging economies and developing countries is critical to keep 1.5 degrees within reach. He also stated that the market mechanism will play a key role in reducing emissions worldwide. Moreover, he expressed his expectation that exchange of experiences and practical information on the Article 6 implementation throughout today's and next month's conferences will contribute to further reduction of CO2 emissions through the acceleration of capacity building in as many countries as possible.

2. Outline of the discussion

At the beginning of the conference, the UNFCCC Secretariat introduced the contents of the decisions made on the Article 6 Implementation Guidelines at COP26 and the Article 6 Work Programme for 2022. This was followed by a presentation on the development of institutional and governance frameworks and capacity-building needs based on the experience of the Article 6 negotiations and piloting. Japan introduced the JCM (Joint Crediting Mechanism), which it is leading the world in implementing, including its efforts such as holding workshops on improving transparency and its domestic system.

Then, in the section "Identification of capacity-building support needs," it was mentioned that "development of educational materials to explain Article 6 rules," "holding workshops to improve understanding" and "sharing of advanced case studies" were particularly important to support the implementation of Article 6.
